
TEMPO.CO, Jakarta - The Indonesian Ministry of Trade is drafting a new trade regulation that will govern the technical provisions for exporting three strategic commodities. The three commodities in question include crude palm oil (CPO), coal, and ferroalloy.
"Yes, automatically (the new Minister of Trade Regulation). This must be completed, it must be completed today. Today (completed), at the latest tomorrow, but technically it must be completed today," said Minister of Trade Budi Santoso when met at the Coordinating Ministry for the Economy in Jakarta, on Thursday, May 21, 2026, as quoted by ANTARA.
However, Budi did not explain in detail the contents of the regulation. He only explained that the regulation will govern the export mechanism for three commodities in line with the establishment of PT Danantara Sumberdaya Indonesia (DSI) as a state-owned enterprise (SOE) specializing in exports. "Yes, regarding the export of the three commodities," he said.
Previously, the government established PT DSI as a company tasked with managing and supervising transactions involving the export of strategic natural resource commodities. DSI will be implemented in two stages. In the first stage, from June 1 to December 31, 2026, DSI will act as an assessor and intermediary between the seller and buyer of specific export commodities.
Subsequently, starting in January 2027, DSI will transform into a trading company that directly purchases commodities from exporters, holds the goods, and bears the trading risks before selling them to the international market.
According to the destination country of the transaction, the proceeds from the sale of these commodities will be received in foreign currency, while still following applicable international trading practices. The proceeds from the sales will then be fully returned to Indonesia.
DSI was formed in response to the longstanding under-invoicing and transfer pricing practices of several Indonesian export commodities. The government believes that these practices negatively impact state revenues in terms of taxation, royalties, foreign exchange, and the accuracy of national trade data.
Therefore, Danantara formed DSI as a platform to supervise the transparency of export transactions, including volume, price, and the delivery mechanism.
