TEMPO.CO, Jakarta - The management of Pertamina Patra Niaga signed memorandums of understanding with two American oil and gas companies, Hartree Partners LP and Phillips 66, on Wednesday, February 18, 2026, a day before President Prabowo Subianto inked the agreement on reciprocal trade between the United States and Indonesia in Washington, D.C. The MoUs cover cooperation in supplying crude oil as feedstock for the Cilacap refinery in Central Java and the Balikpapan refinery in East Kalimantan.
According to Pertamina Chief Executive Officer Simon Aloysius Mantiri, the company had previously explored similar partnerships with other American energy giants, including ExxonMobil and Chevron, as well as KDT Global Resources. The string of MoUs forms part of the trade agreement requiring Indonesia to purchase energy from the United States.
"We agreed to import energy worth US$15 billion," Simon said at a press conference in Washington, D.C., on Friday, February 20, 2026. The energy purchases include US$4.5 billion in crude oil, US$7 billion in refined fuel, and US$3.5 billion in liquefied petroleum gas (LPG). The figure amounts to nearly half of Indonesia's total oil and gas imports in 2025, which stood at US$32.77 billion.
Two officials familiar with the process said no technical study has yet been conducted on the determination of the energy import package. If the obligation is realized, Pertamina is expected to struggle to find an optimal scheme. Buying products from the United States could push logistics costs up by as much as 30 percent compared with sourcing from the Middle East.
