TEMPO.CO, Jakarta - It began when the Supreme Court (MA) proposed deliberations on two new legislative products to Commission III of the House of Representatives (DPR), which oversees legal affairs, in April 2025. The first was the Judicial Position Bill, and the second was the Contempt of Court Bill.
The proposal was delivered directly by Yasardin, Chair of the Indonesian Judges Association (Ikahi), to Habiburokhman, Chair of Commission III, during an event. As a professional organization of judges, Ikahi has been actively pushing for deliberations on both regulations. Under existing rules, the Supreme Court may only provide input and does not have the authority to formally propose bills.
The House, however, appeared to have a different view. "Of the two proposals, only the Judicial Position Bill was approved for discussion," said Yasardin, who also serves as Chair of the Supreme Court's Religious Chamber, in an interview with Tempo on Thursday, November 13, 2025. At the time, the House was still focused on deliberating the Criminal Procedure Code (KUHAP) Bill.
Yasardin said his side had also prepared the Contempt of Court Bill, which they considered equally important, given the frequent disruptions faced by judges during trials. One example was the conduct of a lawyer who climbed onto a table at the North Jakarta District Court in February 2025.
