Russia Criticizes Overlap Between Trump's BoP and UN Security Council

TEMPO.CO, Jakarta - Russia has raised concerns over how a new Board of Peace proposed by US President Donald Trump will coexist with the United Nations Security Council (UNSC), Russian foreign affairs officials said on Thursday, February 26, 2026, as reported by Al Arabiya.

Since the end of World War II, the UNSC has served as the central pillar of international collective peacekeeping. Russian officials are questioning whether the newly proposed council could overlap with or undermine the UN’s long-established mandate.

Role of the Board of Peace

According to TRT World, Trump first proposed the Board of Peace last September while outlining his plan to end what he described as Israeli atrocities against Palestinians in Gaza. He later expanded the council’s intended mandate to address other global conflicts, which are functions traditionally managed by the UN.

The United States is currently the only permanent UNSC member included in the Board of Peace. Other permanent members, including Russia, China, the United Kingdom, and France, are not part of the council.

The council’s charter states it will carry out peace-building functions in line with international law. Under the structure, Trump, as chair, holds broad executive powers, including veto authority over decisions and the ability to dismiss members, with certain limitations.

Questions Over UNSC’s Position

Kirill Logvinov, Director of the Department of International Organizations at Russia’s Ministry of Foreign Affairs, criticized the council’s framework.

The charter of the Board of Peace defines itself as a new international structure designed to replace ‘mechanisms that have too often proved ineffective’,” he told TASS.

Logvinov also noted that the council’s mandate does not explicitly mention Gaza.

“The council's mandate does not mention Gaza at all,” he said, adding that this raises fundamental questions about its legitimacy.

It is clear that this approach raises questions about how the Board of Peace will coexist with the United Nations and its Security Council, which is the only universally recognized body for maintaining international peace and security

Russia further highlighted that UN Secretary-General Antonio Guterres has not yet been invited to any Board of Peace meetings.

The UN maintains that the Security Council bears the primary responsibility for international peace and security. Established in 1946, the UNSC held its first session in London and is now headquartered in New York.
