US Restricts Indonesian Shrimp Imports Over Cesium-137 Contamination

TEMPO.CO, Jakarta - The Indonesian government has stated that the United States requires a certificate guaranteeing radiation-free shrimp and cloves imported from Indonesia's yellow-listed areas, namely Java and Lampung.

"The United States remains open to shrimp and cloves from Indonesia as long as they meet these requirements," said Chairman of the Cesium-137 Task Force for Diplomacy and Communication Bara Krishna Hasibuan in Jakarta on Monday, October 13, 2025.

The certificate requirement resulted from Import Alert #99-52, which was issued by the U.S. Food and Drug Administration (FDA). The alert was issued in response to the discovery of cesium-137 contamination in some shipments of shrimp and cloves from Indonesia.

Bara stated that the radiation-free certificate is issued by the Ministry of Maritime Affairs and Fisheries (KKP) as the authority agreed upon by the FDA. He ensured that the testing and certification scheme could guarantee that Indonesian cloves and shrimp are free from Cesium-137 contamination. He also mentioned that the industry has agreed to comply with the applicable requirements, with the hope that Indonesia's exports to the United States can return to normal.

Meanwhile, the Head of Quality Control and Monitoring Agency for Marine and Fisheries Products at KKP, Ishartini, stated that they will utilize the existing certification, namely the Fisheries Product Quality Certification (SMHKP). "We will only add an explanation in the certification regarding radiation-free," Ishartini said.

Ishartini emphasized that every technical implementation unit (UPT) issuing the certificate must ensure that exporters have attached laboratory test data from the National Research and Technology Agency (BRIN). She confirmed that the certification fee is waived, though businesses may still incur expenses from laboratory testing.

In addition to placing Java and Lampung on the yellow list, the U.S. has designated a red list for domestic shrimp and clove manufacturers. Companies with products proven to be exposed to cesium-137 are assigned to the red list.

The Cesium-137 Radiological and Nuclear Hazard Management Task Force announced that at least two Indonesian companies, PT BMS and PT NJS, have been included in the red list.

As long as they obtain certification from a third-party accredited by the FDA, these two companies can be removed from the red list and resume exports to the United States. However, the government has not yet determined a non-governmental independent organization to provide this certification.
