TEMPO.CO, Jakarta - Indonesia's Minister of State Secretary Prasetyo Hadi stated that the government does not plan to use the State Budget (APBN) fund to pay off the debt of the Jakarta-Bandung High-Speed Train (KCJB) project, also known as Whoosh.
In his statement at President Prabowo Subianto's residence in Kertanegara, Jakarta, on Sunday night, October 12, 2025, Prasetyo said the government has discussed alternative steps to find financing solutions that do not burden the APBN. "Some time ago, we also discussed to find a scheme, a scheme so that the financial burden could be resolved," he said, as quoted by Antara.
When asked if the topic related to Whoosh debt payment was included in the agenda of the limited meeting with Prabowo, Prasetyo replied that it was not discussed. "Not tonight, it wasn't discussed tonight. Whoosh is not one of the topics tonight," Prasetyo responded to media questions regarding solutions for Whoosh.
However, Prasetyo considered that the Whoosh project has significant benefits for the community, especially in improving connectivity between Jakarta and Bandung. According to him, Whoosh has become one of the transportation modes that greatly assist the activities of the community, both from Jakarta to Bandung and vice versa.
He added that the government sees the potential development of high-speed train networks as part of the national transportation development vision. "In fact, we want it to develop, not only to Jakarta and as far as Bandung, we might also be considering to extend it to Jakarta, to Surabaya," he said.
Finance Minister Purbaya Yudhi Sadewa, at the 2025 Ministry of Finance Media Gathering in Bogor, on Friday, October 10, 2025, decided that the State Budget would not be used to bear the debt burden of the Jakarta-Bandung High-Speed Train project managed by PT KCIC.
The government, according to Purbaya, encourages the resolution of financing for this strategic project to be conducted through the Investment Management Agency of Nusantara's Sustainable Energy (Danantara), which has financial capacity and independent dividend sources of around Rp80 trillion per year.
According to Purbaya, this step is important to separate the responsibilities between the government and the private sector so that infrastructure projects do not continually burden the State Budget.
Furthermore, Chief Operating Officer (COO) Danantara Dony Oskaria explained the two options under consideration for resolution, namely through additional equity or government takeover of infrastructure as practiced in other railway industries.
Dony added that the KCJB project has had a significant economic impact with an increase in mobility and passengers reaching 30 thousand people per day. However, he emphasized that the business sustainability aspects of KCIC, which is now part of PT KAI, must be maintained through appropriate financing schemes.
