Hamas Accuses Israel of Ceasefire Violation Over Palestinian Prisoner List

TEMPO.COJakarta - The Palestinian militant group Hamas on Monday, October 13, 2025, accused Israel of manipulating the list of Palestinian prisoners and avoiding the implementation of key ceasefire agreement provisions, despite previous commitments made to international mediators.

In an interview with Al Jazeera, cited by Antara and The Jerusalem Post, Ghazi Hamad, a member of the Hamas political bureau, warned that the Israeli government was displaying the same behavior as it did with international mediators, including the United States.

Hamad specifically emphasized that Israel had manipulated the list of prisoners and attempted to remove certain names that should have been released. He called this action a clear violation of the agreement reached through international mediation.

The Hamas official referred to the upcoming peace meeting in Sharm el-Sheikh, Egypt, stating that Hamas hoped the forum would ensure the agreement is implemented according to the agreed-upon provisions.

He stressed that the main remaining differences in implementing the ceasefire agreement relate to Israel's alleged manipulation of the prisoner list.

"This [Israeli] regime is not honest even in its dealings with mediators, including the Americans," he emphasized.

Hamad also warned that Israeli Prime Minister Benjamin Netanyahu's cabinet continued to threaten to continue the attack on Gaza. Therefore, he called for international community pressure and action from Arab countries to prevent Israel from attacking Gaza again and to force it to implement the agreement.

The Hamas member further emphasized that valid international guarantees were needed to enforce a comprehensive ceasefire, pave the way for the end of the occupation, and ensure the fulfillment of the legitimate rights of the Palestinian people.

Hamas stated it is working in full coordination with mediators from Egypt, Qatar, Turkey, and the International Committee of the Red Cross (ICRC) to ensure the proper implementation of the agreement, which includes the exchange of prisoners, the cessation of aggression, and the withdrawal of the Israeli military from Gaza.

Hamad's allegations come amid increasing disputes over the list's specifics. The Israeli Ministry of Justice issued a list of 250 Palestinian prisoners to be released as part of the agreement, but Palestinian officials maintained that no final list had been mutually agreed upon, highlighting ongoing tensions regarding release criteria.

One key figure requested for release is Dr. Hussam Abu Safiya, the director of the Kamal Adwan Hospital in the Jabaliya refugee camp, northern Gaza. Abu Safiya was arrested late last year without clear charges. Ynet reported that the World Health Organization (WHO) condemned his detention at the time, and CNN reported this week that Israel refused to include him in the current exchange agreement.

An Al Jazeera Arabic report on Sunday also supported the Palestinian assertion that Israel was attempting to impose its own terms on the prisoner files. Sources indicated that Hamas was continuing contacts through Cairo, Doha, and Ankara to alter the list published by Israel.

The ICRC has reiterated that any hostage exchange must be conducted safely and with dignity, underscoring the organization's neutral role in facilitating the transfer and reuniting of families under the ceasefire framework.
