KPK Probes Alleged Corruption in Land Acquisition for Whoosh High-Speed Train

TEMPO.CO, Jakarta - Indonesia's Corruption Eradication Commission (KPK) has launched an investigation into alleged corruption in the land acquisition process for the Jakarta-Bandung high-speed train project, Whoosh.

KPK Acting Deputy for Enforcement and Execution, Asep Guntur Rahayu, said the probe is still in its preliminary stages and currently focuses on land-related issues rather than the implementation of the project itself.

“As far as we know, the investigation is still ongoing, and the focus remains on land matters, not on the project’s execution,” Asep told reporters at the KPK Merah Putih building in South Jakarta on Monday, November 10, 2025.

While he did not disclose specific locations, Asep said the investigation covers several areas along the Whoosh route, including Halim and Bandung, as well as points in between.

He also assured that the investigation would not interfere with the operation of the high-speed train.

According to Asep, the KPK suspects that certain parties may have manipulated land prices for personal gain.

“For instance, land valued at ten could have been marked up to one hundred. This is what we consider an irregularity,” he said.

He added that the KPK would seek to recover state losses by demanding that those who benefited from inflated prices return the illicit gains.

Earlier, KPK spokesperson Budi Prasetyo confirmed that the investigation had been underway since early 2025. The case, he said, stemmed from information received through both public complaints and the commission’s internal monitoring.

“Every case at the KPK can originate from public reports or from proactive case-building efforts by the commission,” Budi said on Monday, October 27, 2025.

He explained that the case-building process involves analyzing data from various state institutions, including law enforcement bodies, the Financial Transaction Reports and Analysis Center (PPATK), and the Financial Services Authority (OJK).

Budi also encouraged the public to provide any additional information about possible irregularities in the Whoosh project, noting that such input could help investigators uncover the full extent of the case.
