Indonesia Open to Foreign Payment Providers, Addresses QRIS Issue

TEMPO.CO, Jakarta - Indonesian Coordinating Minister for Economic Affairs, Airlangga Hartarto, addressed concerns raised by the United States government regarding the Quick Response Code Indonesian Standard (QRIS) and the National Payment Gateway (GPN), which were claimed as trade barriers.   

Airlangga emphasized that Indonesia welcomes foreign operators, including Mastercard and Visa.   

"There is no change in the credit card sector. Furthermore, in the gateway sector, they are open to entering the front end and participating directly," Airlangga said during a virtual press conference on Friday, April 25, 2025.

He also stressed that all external parties interested in collaboration have equal opportunities. Regarding the QRIS issue raised by the U.S., Airlangga indicated that it was simply a matter of clarification.   

Previously, Destry Damayanti, Senior Deputy Governor of Bank Indonesia, stated that Indonesia’s cooperation with other countries on QRIS or other fast payment systems depends on each country's readiness. Destry also acknowledged that the use of Visa and Mastercard remains dominant in Indonesia.   

"So, we do not discriminate. If America is ready, we are ready, why not?" Destry told journalists at the Financial Education for Indonesian Migrant Workers event at the Dhanapala Building, Jakarta, on Monday, April 21, 2025.   

In the National Trade Estimate Report on Foreign Trade Barriers 2025, published on March 31, 2025, the United States Trade Representative (USTR) highlighted several tariff and non-tariff barriers faced by the country in its trade relationships, including with Indonesia. The use of QRIS was specifically mentioned.   

The report stated that U.S. banks and payment service providers felt they were not consulted when Bank Indonesia formulated policies regarding QRIS.   

"International stakeholders were neither informed of the nature of the potential changes nor given an opportunity to explain their views on such a system, including how it might be designed to interact most seamlessly with existing payment systems," the USTR report stated.
