Tempo verified the video's content using a reverse image search and compared it with credible media reports. The results showed that the Putin in the video did not visit Khamenei's tomb but rather the graves of victims of the Leningrad uprising in Saint Petersburg, Russia.
The Russian government holds an annual commemoration of the lifting of the Leningrad blockade every January 27. Russian President Vladimir Putin participated in the commemoration by sending red roses to one of the victims' graves.
Several Russian media outlets, including DWS News, RIA Novosti, and APT News, broadcast the same video of Putin carrying red roses at the commemoration ceremony.
