TEMPO.CO, Jakarta - A total of 25 regional heads from Indonesia learned about public services from former Singaporean Prime Minister Goh Chok Tong and Singapore's Minister of Defense and Public Service Coordinator, Chan Chun Sing, at the National University of Singapore (NUS) in early November 2025. Ace Hasan Syadzily, Governor of the National Resilience Institute (Lemhannas), said regional heads learned about the implementation of public services in Singapore across education, health, public transportation, and waste management.
The material was delivered during the second Leadership Consolidation Course for Regional Leaders (KPPD) from November 5 to 18, 2025. KPPD was held by Lemhannas, the Ministry of Home Affairs, and the Purnomo Yusgiantoro Center (PYC).
"How public services are implemented in Singapore, fundamental services such as education, health, waste management, and public transportation," said Ace at the Ministry of Home Affairs building in Central Jakarta on Tuesday, 18 November 2025.
Ace said the regional heads received material from academics at the Lee Kuan Yew School of Public Policy at NUS, including Goh Chok Tong and Chan Chun Sing. Upon completion of the training, the Human Resources Development Agency of the Ministry of Home Affairs will develop an action plan to be implemented by the regional heads.
"This will be the focus of the services to be provided in each region," he said.
Ace said three regional heads chose to focus on digital transformation, downstreaming of the food sector, and waste management in Ambon, Maluku. Subsequently, Lemhannas and the Ministry of Home Affairs will monitor the implementation of the training results in their respective regions.
Deputy Minister of Home Affairs Bima Arya Sugiarto said that regional governments face significant challenges because they must align their programs with national programs. These challenges include economic growth, food security, education, and health.
Bima assessed that this task requires effective leadership. "The target of the KPPD program is to achieve that," said Bima, at the Ministry of Home Affairs office on Tuesday, 18 November 2025.
He said that the regional heads honed their leadership skills and learned best practices in public services in Singapore. They also received training material on integrity. Regional heads were urged to abandon unethical practices and corruption and to focus on building their integrity.
"We are optimistic that they can all continue to maintain their integrity while focusing on their regions," he said.
