TEMPO.CO, Jakarta - Chief Operating Officer of Danantara Indonesia, Dony Oskaria, assures that the Investment Management Agency will participate in negotiating the restructuring of the Jakarta-Bandung high-speed train's debt, also known as Whoosh.
"The President has conveyed that it will involve the government and Danantara. This is certainly the best solution, and Danantara will certainly handle Danantara's portion," said Dony at Graha Mandiri on Tuesday, November 11, 2025.
Dony stated that Danantara will be involved in the debt restructuring process, particularly with regard to Whoosh's operations. He said that the government's role is related to infrastructure.
Dony stated that Danantara is responsible for the operational aspect of Whoosh. He hopes that the high-speed train passengers will increase in the future.
"We are responsible for the operational aspect of Whoosh, so that Whoosh can provide more optimal services," said Dony.
The Whoosh project was initially estimated to cost US$6.02 billion. However, during its course, there was a cost overrun, increasing the cost to US$7.22 billion. About 75 percent of the total cost was financed through loans from the China Development Bank, amounting to US$5.415 billion.
With an annual interest rate of 2 percent on the principal debt and 3.4 percent on the cost overrun, PT Kereta Cepat Indonesia-China (KCIC) must pay $120.9 million in interest each year.
CEO of Danantara Indonesia, Rosan Roeslani, stated that they have coordinated with the Ministry of Finance to formulate comprehensive loan repayment options. "We are evaluating several feasible payment schemes, ensuring that none of them will burden the State Budget," said Rosan.
