UN Adopts Declaration Supporting Two-State Solution for Israel and Palestine

TEMPO.CO, Jakarta - The United Nations General Assembly (UNGA) on Friday, September 12, approved a resolution that supports a two-state solution for Israel and Palestine.

The resolution, which is non-binding, passed with 142 votes in favor, 10 against, and 12 abstentions among the 193 member states, as reported by CBS News. The United States was among the countries that voted against it.

This resolution officially adopts the New York Declaration, a plan co-led by France and Saudi Arabia that emerged from a high-level conference in July at the UN Headquarters.

Key Elements of the Two-State Solution Roadmap

As reported by UN News, the New York Declaration outlines a clear roadmap. The plan includes an immediate ceasefire in Gaza, the release of all hostages, the establishment of a viable and sovereign Palestinian state, the disarmament of Hamas and its isolation from the Gaza government, the normalization of relations between Israel and Arab states, and a framework for collective security guarantees.

The declaration also condemns the Hamas attack on October 7, 2023, which resulted in the deaths of approximately 1,200 people and the abduction of 250 individuals. It notes that 48 hostages are still being held, with around 20 believed to be alive.

The resolution also condemns Israel's attacks on civilians and infrastructure in Gaza, as well as the blockade that has led to a humanitarian crisis.

"The New York Declaration lays out a single roadmap to deliver the two-State solution," said French Ambassador Jérôme Bonnafont before the vote.

UN Secretary-General António Guterres echoed this sentiment, saying, "The central question for Middle East peace is implementation of the two-State solution, where two independent, sovereign, democratic States – Israel and Palestine – live side-by-side in peace and security."

Reactions from Palestine, Israel, and the U.S.

Palestinian Ambassador to the UN Riyad Mansour viewed the majority support as a reflection of "the yearning of almost everyone, the international community, to open the door for the option of peace."

However, reactions from Israel and the U.S. were strongly negative. Israeli Prime Minister Benjamin Netanyahu asserted just hours before the vote, "There will be no Palestinian state."

Israeli Ambassador to the UN Danny Danon called the resolution "theater," adding, "This one-sided declaration will not be remembered as a step toward peace, only as another hollow gesture that weakens this assembly's credibility."

The United States supported Israel's position. Morgan Ortagus, a U.S. Mission Advisor to the UN, stated that the resolution was a "yet another misguided and ill-timed publicity stunt that undermines serious diplomatic efforts to end the conflict." She concluded that such a resolution is a gift to Hamas.
