The Reason Indonesian Civil Servant Corps Proposes Retirement Age to Be 70 Years Old

TEMPO.CO, Jakarta - The Indonesian Civil Servants Corps (Korpri) has proposed to raise the retirement age for civil servants (ASN), including PNS, to 70 years.

The General Chairman of the National Korpri Management Board, who also serves as the Head of the National Civil Service Agency (BKN), Zudan Arif Fakrulloh, stated that this proposal aims to support the development of skills and career advancement for civil servants.

Zudan believes that increasing the retirement age for civil servants can enhance the life expectancy of the public. He argues that with an improved quality of life, it is only reasonable for civil servants to be given the opportunity to work longer. A more mature age is seen as an asset that enables civil servants to contribute to the bureaucratic system for a longer period.

"I see that the public is aging and life expectancy is increasing, so it is only fitting for the retirement age of civil servants to be raised, both for those in structural and functional positions," said Zudan in a written statement on Thursday, May 22, 2025.

Zudan stated that placing civil servants directly into functional positions from the beginning will help them work more focused and serene, thereby increasing productivity. He also revealed that the limitation of formations poses a challenge in the career development of civil servants in the functional track.

Furthermore, Zudan added that civil servants in functional positions often feel less motivated. Therefore, he believes that there needs to be a change in the formation system, which has been in the form of a pyramid structure, becoming a tube or pipe-shaped scheme, in order to ensure that the number of formations from the first to the highest functional levels remains proportional and evenly distributed.

Korpri had previously proposed raising the retirement age for officials at various levels. For the Main Executive Officers (PPT), retirement was proposed at the age of 65, while for Middle-Level Executives (JPT Madya) or Eselon I, retirement was proposed to be extended to the age of 63. Meanwhile, for Junior Expert Staff (JPT Pratama) or Eselon II, it was proposed to be raised to 62 years, and for officials in Eselon III and IV positions, retirement was proposed at 60 years. As for the Main Functional Positions, the retirement age was proposed to reach 70 years.

Zudan stated that the request had been submitted to President Prabowo Subianto through an official letter with number B-122/KU/V/2025, sent on May 15, 2025.

The Head of the Presidential Communications Office, Hasan Nasbi, stated that the proposal to extend the retirement age for civil servants needs to be thoroughly assessed. According to him, several factors need to be considered, including the process of cadreship and regeneration.

"In the future, the government must prepare new generations of competent civil servants to lead and govern," he said at his office in Central Jakarta on Monday, May 26, 2025.

Hasan explained that Korpri should consult with the Coordinating Minister for Political, Legal, and Security Affairs, Rini Widyantini, and the Minister of Home Affairs, Tito Karnavian, regarding the proposal to raise the retirement age, considering that both serve as Korpri's advisory council. He also added that as of now, the Presidential Palace has not discussed the proposal. "So, there has been no discussion until now," he said.

Hasan also emphasized that the proposal to raise the retirement age for civil servants to 70 years is not yet an official agenda for discussion. "Up to now, there has been no discussion," he said as quoted by Antara.

He added that Korpri's proposal is still in the preliminary stage and has not been thoroughly discussed.

Meanwhile, the Speaker of the Indonesian House of Representatives, Puan Maharani, questioned the basis of the proposal to extend the retirement age of civil servants. She wants to know whether Korpri has conducted a comprehensive study before submitting the proposal.

"Regarding the extension of the retirement age for civil servants, it should be further studied," said Puan at the Parliament Complex in Jakarta on Sunday, May 25, 2025. She believes that a proposal must be accompanied by a deep and detailed study.
