KPK Expands Hajj Quota Corruption Probe, Questions 350 Travel Agencies

TEMPO.COJakarta - The Corruption Eradication Commission (KPK) has examined over 350 travel and Hajj bureaus regarding alleged Hajj quota corruption at the Ministry of Religious Affairs during the 2023-2024 period. The investigation is still ongoing.

KPK Spokesperson Budi Prasetyo stated that investigators are currently focused on gathering further information from the special Hajj service organizers (PIHK) or Hajj travel bureaus.

"Last week, investigators examined travel bureaus in the South Sulawesi and East Kalimantan regions," Budi said in an official statement on Tuesday, November 11, 2025.

A rescheduling will be conducted for PIHKs who have not complied with the questioning, as information from every PIHK is crucial to this investigation.

The KPK also plans to conduct part of the investigation in Saudi Arabia. "In this Hajj quota case, hopefully, we can handle it faster because there is a plan to also check on-site [in Saudi Arabia]," said Asep Guntur Rahayu, the Acting Deputy for Enforcement and Execution of the KPK, at the KPK's Red and White Building in Jakarta, as reported by Antara.

Asep explained that the Saudi Arabia investigation aims to verify the justification for the equal distribution of the additional 20,000 Hajj quotas between regular and special categories, specifically regarding claims of limited space availability.

"That must be proven to refute the assumption that the quota had to be divided 10,000 each because, for example, the space for regular Hajj in Mina was already too tight. We will check that, and we will also verify the distribution of the quotas," he explained.

KPK investigators hope the probe in Saudi Arabia will help expedite the case. "Hajj organization happens every year. We don't want this year's organization to have problems and the next year's to have already started before this one has been finished," he said.

The KPK began investigating the alleged deviation of the 2024 Hajj quotas since mid-August 2025. The alleged deviation stemmed from the findings of the Parliament's Special Committee (Pansus) on Hajj Questioning, which was formed after the Hajj Supervisory Team found several issues in the implementation of Hajj under the Ministry of Religious Affairs' purview.

The formation of the committee was approved during a plenary session of the Parliament on Thursday, July 4, 2024. The committee assessed that the Ministry of Religious Affairs committed violations in the distribution of the 2024 Hajj quotas. Wisnu Wijaya, a member of the Hajj Questioning Special Committee, explained that the violation occurred when the Ministry set a quota of 221,000 for regular Hajj and added an additional 20,000 quota.

The KPK predicts that state losses from the alleged Hajj quota corruption could reach Rp1 trillion, a figure based on the anti-corruption agency's internal calculation. "The initial calculation shows that it exceeds Rp1 trillion," said KPK Spokesperson Budi Prasetyo at the KPK's Red and White Building on Monday, August 11, 2025.

The alleged modus operandi involved equally dividing the additional 20,000 pilgrim quotas, with 50% for special Hajj and 50% for regular Hajj. This deviates from Law Number 8 of 2019 concerning the Organization of Hajj and Umrah, which mandates that 92% of the quota be allocated for regular Hajj and only 8% for special Hajj.
