TEMPO.CO, Jakarta - Law Number 14 of 2025, concerning the organization of Hajj and Umrah, permits independent Umrah pilgrimages from Indonesia. Dahnil Anzar Simanjuntak, the Deputy Minister of Hajj and Umrah, said that this law creates a legal framework for independent Umrah pilgrimages, providing a clear regulatory mechanism.
Thus, the aspects of security, protection, and administrative order in independent Umrah pilgrimage remain guaranteed. "The law certainly adjusts to the existing regulatory developments in Saudi Arabia," Dahnil said in a video statement received by Tempo on Saturday, October 25, 2025.
At present, he said, the door or gateway for the implementation of independent Umrah pilgrimage is indeed widely open by the Ministry of Hajj and Umrah of Saudi Arabia.
The regulations regarding independent Umrah pilgrimages are stipulated in Article 86, Paragraph (1), of the Hajj and Umrah Law. "The umrah pilgrimage is carried out: a. through PPIU (Umrah Pilgrimage Organizers); b. independently; or c. through the Ministry," the regulation reads.
This latest revised law also included Article 87A, which regulates the requirements for an independent Umrah pilgrimage. Every person who carries out an independent Umrah pilgrimage is required to meet the following five requirements:
a. Being a Muslim;
b. Having a valid passport for at least 6 (six) months from the date of departure;
c. Having a plane ticket to Saudi Arabia with clear departure and return dates;
d. Having a health certificate from a doctor; and
e. Having a visa and proof of purchasing service packages from service providers through the Ministry's Information System.
On Tuesday, August 26, 2025, the 4th plenary session of the House of Representatives (DPR) in the first session of the 2025-2026 sitting approved the Third Amendment Bill of Law Number 8 of 2019 concerning the Organization of Hajj and Umrah to become a law. After the revision of the Hajj and Umrah Law, the institutional status of the Hajj Organizer (BP Haji) was officially elevated to the Ministry of Hajj and Umrah.
At that time, Chair of House Commission VIII Marwan Dasopang said that the Hajj Bill was an initiative proposed by the House in response to various needs, including improving services for pilgrims both domestically and in the holy land. Then, the bill needed to align with technological developments and policies in Saudi Arabia, as well as other aspects that still required improvement.
Therefore, according to him, the House and the government agreed to establish the Ministry of Hajj and Umrah as the overseeing body for all Hajj organizers. All infrastructure and human resources for the Hajj organization that were previously under the Ministry of Religious Affairs, Marwan said, will now be under the Ministry of Hajj and Umrah.
