TEMPO.CO, Jakarta - At the COP 30 Climate Conference in Belem, Brazil, Indonesia's Minister of Environment and Head of the Environmental Control Agency, Hanif Faisol Nurofiq, called for a unified approach, invoking the spirit of 'One Vision, One Identity, One Community' for ASEAN. He urged the bloc to emerge as a collective force in establishing an inclusive, transparent, and high-integrity carbon market, emphasizing Indonesia's clear mandate to accelerate regional climate action.
Hanif asserted that Indonesia’s national development strategy now fully integrates the climate agenda through the Long-Term Strategy for Low Carbon and Climate Resilience (LTS-LCCR 2050) and the Second Nationally Determined Contribution (SNDC).
"The latest SNDC document includes more ambitious absolute emission targets—1.25 Giga-ton CO2 equivalent in the LCCP-L scenario and 1.48 Gt CO2e in the high scenario by 2035—strengthening Indonesia's transparency and clarity in climate mitigation actions," he stated during a dialogue session at the ASEAN Pavilion last Thursday, quoted via a press release on Saturday, November 15, 2025.
Hanif highlighted Indonesia’s commitment to modernizing climate governance, which has been reinforced by the issuance of Presidential Regulation Number 110 of 2025. This regulation officially opens the Indonesian carbon market to global transactions.
He detailed that the implementation of this carbon market is supported by strengthening international carbon trading through IDX Carbon and Mutual Recognition Agreements (MRA) cooperation with five leading global carbon standard institutions: Gold Standard, Global Carbon Council, Plan Vivo, Verra, and Puro Earth.
At COP 30, Indonesia introduced a climate diplomacy innovation titled "Carbon Connection for Climate Action," which Hanif assured would serve as a collaboration space within the framework of a high-integrity carbon market.
During the dialogue, Doi Kentaro, Japanese Vice Minister of Environment, reaffirmed his country's commitment to strengthening cooperation through the Joint Crediting Mechanism (JCM), which has been operational since the Kyoto Protocol era. Japan also announced plans to launch the JCM Implementation Agency in 2025 and stressed the importance of early private sector involvement to ensure the successful regional integration of the carbon market.
Ahmad Zaiemaddien, Chair of the Brunei Climate Change Secretariat, emphasized the need for ASEAN to secure a strategic position in global climate crisis solutions. He proposed achieving this through strengthening the circular economy and mobilizing essential funding for the Means of Implementation.
In alignment with this perspective, Agus Budi Santosa, Director of Forest Resource Inventory and Monitoring at the Ministry of Forestry, emphasized that the ASEAN carbon market presents significant opportunities to bolster cross-country mitigation actions. He proposed establishing a regional platform for ASEAN carbon standardization to enhance market integrity, particularly within the forestry sector, which he views as the main catalyst for decarbonization.
