Indonesia Faces Widening Budget Deficit, Sri Mulyani Seeks to Use Excess Funds

TEMPO.CO, Jakarta - Finance Minister Sri Mulyani has requested the approval of the House of Representatives (DPR) Budget Committee to use the accumulated budget surplus (SAL) as a source of financing for the 2025 State Budget (APBN). She proposes using Rp85.6 trillion from the year-end remaining balance of Rp457.5 trillion in the 2024 APBN.

"So the increase in the deficit does not have to be entirely financed by issuing debt, but by using existing cash," Sri said during a working meeting with the Budget Committee at the Parliament Complex in Senayan on Tuesday, July 1, 2025.

In her presentation to the parliament members, the state treasurer revealed that the potential 2025 budget deficit could reach Rp662 trillion, equivalent to 2.78 percent of the Gross Domestic Product (GDP). This projection surpasses the government's target of maintaining the deficit at Rp616 trillion, or 2.53 percent of the GDP.

Nevertheless, Sri Mulyani affirmed that the government will strive to keep the deficit below 3 percent of the GDP.

According to her, the deficit is partly due to reduced state revenue. "In the first quarter of 2025, we experienced pressure on the state revenue side, due to several measures such as uncollected Value Added Tax and also State-Owned Enterprise dividends that were not paid because they are now held by Danantara," she explained.

The government estimated this year's state revenue to be Rp2,865.5 trillion, or 95.4 percent of the budget target. This includes an estimated Rp ,076.9 trillion from taxes (94.9 percent of the target) and Rp310.4 trillion from customs and excise revenue (exceeding the target at 102.9 percent of the APBN). Furthermore, Non-Tax State Revenue (PNBP) is estimated to reach Rp477.2 trillion, or 92.9 percent of the target.

Conversely, increased state expenditure is contributing to the widening APBN deficit. The government estimated total state spending until the end of the year to reach Rp3,527 trillion. This figure comprises Rp2,663 trillion for central government spending and Rp864.1 trillion for transfers to regions.

Sri Mulyani noted that central government spending increased to support programs such as Free Nutritious Meals, public schools, and food security strengthening.
