TEMPO.CO, Jakarta - Ukrainian President Volodymyr Zelensky has expressed readiness to work with the United States to discuss the plan offered by Washington to end the Russia-Ukraine war.
According to a report from Al Jazeera, Zelensky's office confirmed on Thursday that he had received the draft plan and will speak with U.S. President Donald Trump in the coming days.
His office did not elaborate on the contents of the plan, but they mentioned that Zelensky has outlined fundamental principles important to the Ukrainian people.
The statement added, "In the coming days, the President of Ukraine expects to discuss with President Trump the existing diplomatic opportunities and the key points required to achieve peace."
The 28-Point Document and Rejection from Europe
The 28-point plan includes provisions for Ukraine to cede territory and disarmament.
As reported by Axios, citing an unnamed U.S. official, the plan reportedly offers Russia control over some territory in eastern Ukraine that Moscow currently does not control. In exchange, the U.S. provides security guarantees for Ukraine and Europe against the possibility of future Russian aggression.
According to a report from ABC News, European countries rejected the U.S.-backed plan. Sources familiar with the discussions said the terms of ceding territory and partial disarmament were seen by European allies as an unacceptable form of surrender.
White House Spokesperson Karoline Leavitt confirmed on Thursday that U.S. Secretary of State Marco Rubio and special envoy Steve Witkoff had quietly drafted the plan for a month. They, according to Leavitt, received input from Ukraine and Russia regarding acceptable terms for both sides.
She declined to comment on the details of the plan, but emphasized that Trump has been briefed and supports the effort. "It's a good plan for both Russia and Ukraine, and we believe that it should be acceptable to both sides," she said.
Zelensky later confirmed that he discussed the plan with U.S. Army Minister Daniel Driscoll in Kyiv. "Our teams – Ukraine and the USA – will work on the points of the plan to end the war," Zelensky wrote on Telegram.
Ukraine: Diplomacy Remains the Main Path
In a recent speech, Zelensky emphasized that Ukraine prioritizes the diplomatic route. "Ukraine needs peace and Ukraine will do everything so that no one in the world can say we are upending diplomacy. This is important," he said.
He added that Ukraine will not make hasty statements. "The number one task for everyone is a constructive diplomatic process with America and all our partners," he said.
