US Envoy Witkoff to Meet Putin Tomorrow to Discuss Ukraine Peace Plan

TEMPO.CO, Jakarta - The Kremlin announced that U.S. special envoy Steve Witkoff will travel to Moscow on Tuesday, December 2, 2025, to meet with Russian President Vladimir Putin.

The pair will meet after American and Ukrainian officials held negotiations on a U.S.-proposed plan as a basis for ending the fighting between Moscow and Kyiv.

"The meeting with Witkoff is planned for tomorrow," Kremlin spokesperson Dmitry Peskov told reporters in a briefing on Monday, December 1, 2025, as reported by Barron's, adding that the meeting will take place "in the second half of the day."

The meeting is to discuss a peaceful plan to end the war in Ukraine, according to U.S. officials speaking to Fox News, as quoted by Anadolu.

Negotiations between the U.S. and Ukraine on Sunday focused on determining the location of a potential peace agreement that would establish a de facto border with Russia, according to two Ukrainian officials speaking to Axios.

They said that the five-hour session in the state of Florida, U.S., was "tough" and "intense," but ultimately productive.

Last week, Putin reiterated his maximalist demands for Moscow to halt its attacks, for Kyiv to cede the areas claimed by Moscow as its own, and if not, said his troops would take them by force.

Witkoff's trip comes as negotiations between Ukraine and Russia appear to be making progress. The White House has been promoting a peace proposal intended to end the nearly four-year-long conflict.

Witkoff has met Putin at the Kremlin several times.

The U.S. official has faced criticism for its approach in negotiations with Moscow, with the initial U.S. plan to end the war widely seen as largely meeting the Kremlin's demands.

The European Union said next week could be "crucial" for Ukraine.

"It could be a pivotal week for diplomacy. We heard yesterday that the talks in America were difficult but productive. We don't know the results yet," said EU Foreign Relations Chief Kaja Kallas in a meeting of EU defense ministers.

Zelensky's Visit to Paris

Ukrainian President Volodymyr Zelensky arrived at the Élysée Palace in Paris to meet with French President Emmanuel Macron on Monday.

The Ukrainian leader has frequently visited Paris since Russia launched a full-scale invasion in February 2022.

This time, he is seeking to increase European support for Kyiv, while U.S. President Donald Trump expressed optimism about the potential for a deal to end the nearly four-year-old war.

Witkoff and Rubio Meeting

On Sunday, Witkoff, who also served as a mediator in the ceasefire between Israel and Hamas, met with a Ukrainian delegation, along with Foreign Minister Marco Rubio and senior advisor Jared Kushner, in Florida.

Rubio described the meeting as productive. In a statement, he emphasized that their goal is not just to end the war.

"Obviously, that's essential and fundamental. We want to see the end of the killing and the death and the suffering, and I'm sure the Ukrainian side, I know they do as well," Rubio said. "They want peace. But it's also about securing an end to the war that leaves Ukraine sovereign and independent and with an opportunity at real prosperity," he added.
