TEMPO.CO, Jakarta - The United States, alongside key regional powers including Turkey, Egypt, Saudi Arabia, Indonesia, Pakistan, Jordan, Qatar, and the United Arab Emirates (UAE), is pressing the UN Security Council to promptly adopt a draft resolution pertaining to Donald Trump's comprehensive plan for Gaza.
According to a report by TRT World, these nations articulated a unified position, stating: "The United States, Qatar, Egypt, the United Arab Emirates, the Kingdom of Saudi Arabia, Indonesia, Pakistan, Jordan, and Turkiye express our joint support for the Security Council Resolution currently under consideration."
As reported by Arab News, this coordinated appeal followed the United States' initiation of negotiations on the resolution text among the 15 Security Council members. This diplomatic effort aims to formalize the ceasefire in the two-year conflict between Israel and Hamas and to formally endorse the framework of the Trump plan.
In their joint communication, the allies underscored their motivation: "We emphasize that this is a sincere effort, and the Plan provides a viable path toward peace and stability, not only between the Israelis and the Palestinians, but for the entire region."
Core Provisions of the US Draft Resolution
A report on Thursday, November 13, cited by Arab News, indicates that the draft resolution formally welcomes the formation of the Board of Peace, a transitional administrative body designated to govern Gaza until the end of 2027. This pivotal body is slated to be led by Trump himself.
The draft resolution further authorizes member states to establish an International Stabilization Force (ISF). The mandate of the ISF is to operate in coordination with Israel, Egypt, and trained Palestinian police forces to secure border zones and execute the demilitarization of Gaza. This latest iteration of the text also incorporates a crucial reference to the potential for a future Palestinian state.
Russia's Competing Draft Proposal
The concerted effort by the United States and its allies coincides with the circulation of a rival draft resolution introduced by Russia. The Russian text conspicuously omits the creation of the Board of Peace and the immediate deployment of international forces. While the draft welcomes the initiatives that successfully led to the current ceasefire, it refrains from mentioning Trump or his plan by name.
Russia also requests that the UN Secretary-General identify viable options for implementing the terms of the peace plan and submit a subsequent report assessing the feasibility of deploying international stabilization forces in Gaza.
Meanwhile, the United States characterized the current ceasefire as fragile and cautioned against potential risks if its draft resolution is not adopted promptly. A spokesperson for the US Mission to the UN issued a stern warning: "Attempts to sow discord now — when agreement on this resolution is under active negotiation — has grave, tangible, and entirely avoidable consequences for Palestinians in Gaza."
