TEMPO.CO, Jakarta - U.S. President Donald Trump has affirmed that American troops will not be sent to Ukraine as an effort to seek a peaceful solution with Russia.
“You have my assurance, and I’m president,” Trump said on Fox & Friends cited by Politico on Tuesday, August 19, 2025. This statement came a day after Trump hosted Ukrainian President Volodymyr Zelensky and several European leaders at the White House in the U.S. to discuss the way out of the war that has been ongoing since Russia's invasion in 2022.
Non-Combat Role of the U.S.
A senior government official, who was not named, stated that there is still room for U.S. military involvement without the deployment of ground troops. It could take the form of air support, drone operations, or non-combat roles. The official added that the U.S. could participate in peacekeeping forces if that becomes part of the final agreement.
However, the issue of security guarantees has not yet been discussed. “We haven’t even started [that discussion] other than a commitment,” said another senior official. “The question is, ‘Who participates to what percentage?’”
No NATO Membership for Ukraine
Trump also emphasized that Ukraine will not join NATO as part of the peace agreement. Instead, Europe will provide security protection. “We’ve got the European nations, and they’ll front-load it, and they’ll have, some of them … they want to have, you know, boots on the ground,” Trump said, quoted from The Hill.
Trump mentioned France, Germany, and the UK as interested countries. However, he stressed that it would not be a problem. "I think Putin is tired, I think they’re all tired of it. But, you never know," he said.
During the meeting in Alaska last week, Russian President Vladimir Putin showed openness to the idea of security guarantees. However, it is still unclear whether Russia will accept the presence of European troops in Ukraine as part of the peace agreement. Responding to the idea, Zelensky expressed hope that the details of security guarantees could be agreed upon within the next ten days.
