TEMPO.CO, Jakarta - Finance Minister Purbaya Yudhi Sadewa has confirmed that there is no official decision yet regarding the mechanism for handling the substantial debt of the Jakarta-Bandung high-speed train, Whoosh. However, he acknowledged that the government is considering a burden-sharing plan with the National Investment Agency, Danantara.
During a media discussion at his office in Jakarta on Friday, November 14, 2025, the Minister expressed a personal preference not to utilize the State Budget (APBN). "I'd rather not pay for it," he said.
However, Purbaya clarified that the final decision rests on President Prabowo Subianto's policy. Based on current discussions, the proposed framework suggests the government would bear the cost of the Whoosh infrastructure, while Danantara would handle the operational aspects of the rail service.
"It seems like we will tend to, it's not conclusive yet, we will tend to pay for the track, the infrastructure. The rolling stock will not be our responsibility; Danantara will handle that," he reiterated, emphasizing that the option has not reached a conclusion.
Danantara's Involvement
The initial plan for cost-sharing between the government and Danantara was first revealed by Dony Oskaria, Danantara Indonesia's Chief Operating Officer.
"As conveyed by the President, it certainly involves the government and Danantara. This is also the best solution, of course, where Danantara's portion will be handled by Danantara," Dony stated at Graha Mandiri on Tuesday, November 11, 2025.
Dony previously explained that Danantara would be involved in the debt restructuring process, particularly concerning Whoosh’s operations, while the government's portion would relate to the project’s fixed infrastructure.
The Head of the State-Owned Enterprises affirmed Danantara's role in operations. He expressed hope that the high-speed train's passenger numbers will increase in the future. "We are responsible for the operations, ensuring that Whoosh can provide better service," he said.
