Prabowo Said to Have Signed TNI Law Revision Days Before Eid

TEMPO.CO, Jakarta -  President Prabowo Subianto has officially signed the revised Law Number 34 of 2004 concerning the Indonesian National Armed Forces (TNI Law). State Secretary Prasetyo Hadi said the law, which was approved by the DPR on Thursday, March 20, 2025, was signed by Prabowo on either March 27 or 28, just before the Eid holiday.

"It’s done, before Eid, on the 27th or 28th of March," Prasetyo said when contacted on Thursday, April 17, 2025.

Previously, Minister of Law Supratman Andi Agtas had stated that President Prabowo had not yet signed the amendment to the TNI Law.

Nevertheless, he ensured that there would be no sudden changes in the substance of the draft TNI Law that had been ratified by the DPR some time ago.

"It's impossible. I assure you that there won't be any changes," said Supratman when met at his office in South Jakarta on Tuesday, April 15, 2025.

He ensured that the revision of the law proposed by President Prabowo Subianto would not reactivate the military's dual function as feared by the public.

"And concerns regarding the dual function of the TNI and the dual function of the ABRI in the past, that will not happen," he said.

The plenary meeting of the Indonesian DPR officially ratified the Bill on Amendment to Law Number 34 of 2004 concerning the Indonesian National Army (TNI) into the new TNI Law on Thursday, March 20, 2025.

One of the changes in the revised TNI Law is in Article 7 paragraph (2), which regulates the addition of authority and tasks of the TNI. There are two new main tasks added in the paragraph, from the previous 14 to 16.

The two new main tasks are that the TNI can assist in addressing cyber threats in the defense sector, and protect and rescue Indonesian citizens or national interests abroad.

Furthermore, other amended provisions are in Article 47 concerning the expansion of civilian position posts that can be held by active TNI personnel. Previously, Article 47 mentioned 10 civilian position posts in ministries or agencies that could be held by active military personnel, now the number has increased to 14 ministries or agencies.

Another amended article is Article 53 of the TNI Law related to retirement age regulations. Previously, the highest retirement age was 58 years for officers. While for non-commissioned officers and enlisted personnel, the highest retirement age was 53 years.

Based on the policy obtained by Tempo, the new formulation of Article 53 of the TNI Law paragraph (2) states that the retirement age for enlisted personnel and non-commissioned officers is 55 years, officers up to the rank of Colonel 58 years, one-star officers 60 years, two-star officers 61 years, and three-star officers retire at the age of 62.

As for paragraph (3), it stipulates that for soldiers holding functional positions, they can carry out military service until the age of 65.
