TEMPO.CO, Jakarta - The Directorate of Cyber Crime at the National Police Criminal Investigation Department, Brigadier General Himawan Bayu Aji, confirmed the alleged hacking of the payment system of Bank Jakarta (formerly known as Bank DKI). The attack, which occurred in late March 2025, resulted in anomalous transactions exceeding Rp200 billion.
Himawan stated that the police have named six suspects in connection with this case. "Yes, suspects have been processed; some are under investigation," Himawan said when met at the Financial Transaction Reports and Analysis Center (PPATK) building in Gambir, Central Jakarta, on Tuesday, November 4, 2025.
Himawan did not rule out the possibility of more suspects being involved, noting that the police are still conducting further investigations to develop the case. "We are still investigating," he said.
Based on information obtained by Tempo, the six suspects in the Bank Jakarta hacking case were arrested in two different locations. Three suspects, namely Rani Andriani, Erni Hidayat, and Dudi Mangkudilaga, were detained in Bandung, West Java. The remaining three suspects, namely M. Benny Ardiansyah, Zulfikar, and Syafruddin, were arrested in Medan, North Sumatra.
Suspects Zulfikar, Syafruddin, Rani Andriani, and Erni Hidayat were involved in creating facilities for fund transfer commands. Each of them established numerous recipient accounts in the name of a company, created mobile banking accounts linked to those companies, and set up crypto accounts to transfer the proceeds of the breach.
The other two suspects, M. Benny Ardiansyah and Dudi Mangkudilaga, are suspected of creating accounts used to receive the proceeds of the breach. Meanwhile, the main perpetrator of the hacking and breach cases has not yet been apprehended by the police.
The six suspects are charged with multiple articles, including Article 46 paragraph (1), Article 48 paragraph (1), and Article 51 paragraph (1) of the Electronic Information and Transactions Law (UU ITE); Article 80 paragraph (2) and Article 82 of the Law on Fund Transfers; Articles 4, 5, and 10 of the Law on Prevention and Eradication of Money Laundering Crimes (TPPU); and/or Article 363 of the Criminal Code (KUHP).
The regional government-owned bank (BUMD), Bank Jakarta, is suspected to have been hacked more than once since 2024. The latest and most significant hacking occurred on March 29, 2025.
During the incident, the hackers attacked Bank Jakarta's payment system via BI-Fast. The attack resulted in anomalous transactions in Bank Jakarta's account at Bank Negara Indonesia (BNI), which was used as the settlement account for BI-Fast services.
The Bank DKI supervision unit detected a drastic decrease in BI-Fast balances between 11:00 and 11:20 WIB. As a result, at 11:36 WIB, they fully activated the panic button to prevent further disbursement of funds, with the firewall panic button activated at 11:44 WIB.
They realized the balance decrease was not based on Bank DKI's legitimate orders, as there were no corresponding system logs or debits in their core banking system. However, Artajasa, the provider of the BI-Fast infrastructure, had informed them of a credit transfer order from Bank DKI.
A total of 807 anomalous transactions were recorded, valued at Rp227.1 billion. Notably, the transactions recorded in Bank Jakarta's core banking system only amounted to Rp18.721 billion, which also differed from the system log that recorded settlement transfers totaling Rp245.8 billion.
The Head of PPATK, Ivan Yustiavandana, previously confirmed that their institution has been monitoring the case and frozen all accounts used by the perpetrators to receive the proceeds of the hacking. "Yes, we have frozen all related accounts from the beginning," Ivan told Tempo on Wednesday, October 15, 2025.
