Next Year's COP31: Turkey to Host, Australia to Lead Climate Negotiations

TEMPO.CO, Jakarta - Turkey will host next year’s United Nations Climate Conference (COP31), while Australia has been designated to lead the intergovernmental negotiations, ending a deadlock that has persisted since 2022.

Australian Prime Minister Anthony Albanese announced the decision on Thursday, November 20, during ongoing climate talks in Brazil, NDTV reported.

According to CNA, the agreement resolves the standoff between Turkey and Australia, both of which had competed to host COP31 and refused to step aside.

“What we have achieved is a great victory for Australia and Turkey,” Albanese told the Australian Broadcasting Corporation (ABC) Radio.

He added that the two countries now have just one year to prepare for the conference, which is expected to draw tens of thousands of participants and require extensive diplomatic efforts to reach a global climate consensus.

Turkey-Australia Agreement

Under the deal, Turkey will serve as COP president, while Australia will lead the negotiations. A pre-COP event is also planned in the Pacific region.

Australian Minister for Climate Change and Energy Chris Bowen noted that discussions at COP30 are still ongoing.

“There is still some way to go in these discussions,” he told reporters in Brazil. Bowen said the compromise largely meets Australia’s objectives.

“It would be nice if Australia could get everything. But we can’t. What matters is reaching an agreement,” he added.

NDTV reported that some sources familiar with the process cited potential confusion over the division of responsibilities, as UN rules usually designate a single lead country. The Turkish government has not yet responded.

Diverging Priorities

Australia had promoted its COP31 bid as the “Pacific COP,” highlighting partnerships with island nations vulnerable to climate change and rising sea levels. The government said it had spent A$7 million in preparations, reflecting confidence in strong international support.

Turkey, by contrast, emphasized solidarity between rich and developing countries, aiming for a global rather than regional focus. Turkey had also proposed a co-hosting model, but Albanese rejected it, citing UN rules that do not allow shared hosting.
