TEMPO.CO, Jakarta - Indonesia's State Budget deficit as of October 2025 reached 2.02 percent or approximately Rp497.7 trillion of the Gross Domestic Product. Finance Minister Purbaya Yudhi Sadewa stated that the figure is within a safe and controlled limit.
This deficit figure is within a safe and controlled limit, much lower than the target outlook of the state budget at 2.78 percent of GDP," said Purbaya during the state budget press conference at the Ministry of Finance office, Jakarta, November 20, 2025.
As of the end of October, state revenue had reached Rp2,113.3 trillion or 73.7 percent of the projected outlook. Meanwhile, state expenditure reached Rp2,593 trillion or 73.5 percent of the outlook. Thus, the deficit recorded is 2.02 percent of the GDP.
In terms of revenue, the figure is lower than the same period last year, which reached Rp2,247.6 trillion. Revenue consists of taxes, which amounted to Rp1,708.3 trillion. This figure represents a contraction compared to the same period last year, when taxes amounted to Rp1,749.3 trillion. Meanwhile, non-tax state revenue (PNBP) reached Rp402.4 trillion by the end of October. Last year, it was recorded at Rp477.7 trillion. PNBP has reached 84.3 percent of the projected amount.
State expenditure increased compared to the same period last year, which was recorded at Rp2,556.7 trillion. This state budget expenditure consists of central government spending. As of the end of October, it had reached Rp1,879.6 trillion, which is 70 percent of the projected amount. It grew slightly from September's figure of Rp1,834.5 trillion. Meanwhile, transfers to regions (TKD) had been realized at Rp713.4 trillion or 82.6 percent of the outlook.
As is known, this year's state budget deficit is targeted at 2.78 percent of GDP. A deficit occurs when spending exceeds revenue.
In the 2025 state budget, the government targets state expenditure at Rp3,527.5 trillion and state revenue at Rp2,865.5 trillion. Thus, the budget deficit for this year reaches Rp662 trillion.
