TEMPO.CO, Jakarta - Indah Amperawati, the regent of East Java's Lumajang Regency, has signed a circular to halt mining activities following the eruption of Mount Semeru on Wednesday afternoon, November 19, 2025.
"Following the eruption of Mount Semeru on Wednesday, and the alert level has been raised to Level IV, it is urged that all mining business permit holders and mining workers, especially near the lava flow of Mount Semeru, suspend their mining activities until further notice," the circular reads.
Addressed to all mining permit holders in Lumajang Regency, Indah confirmed the circular on Thursday morning. "Yes, the circular is true," she said.
Earlier, the Geological Agency issued recommendations following the increased volcanic activities at Mount Semeru. "Based on the analysis and evaluation results, as of November 19, 2025, at 05:00 p.m. local time, volcanic activity of Mount Semeru has been raised from Alert Level III to Alert Level IV (the highest)," said the Head of the Geological Agency, Muhammad Wafid, through a written statement on Wednesday, November 19, 2025.
At this level of activity, the public is advised not to engage in any activities in the southeastern sector along Besuk Kobokan, within 20 kilometers from the peak (eruption center). Beyond that distance, people should not engage in any activities within 500 meters from the river border along Besuk Kobokan.
Residents are also requested not to engage in activities within an 8-kilometer radius of the Mount Semeru crater due to risks of pyroclastic flows.
The Secretary of the Indonesian Sand Mining Association (APPRI) Lumajang, Didik Al Mas'udi, acknowledged the circular. "In the context of mitigation," Didik said when asked about the notice from Lumajang regent on Thursday morning.
Didik said his party would comply with the advice. The Lumajang Regency Government has declared a state of emergency for 7 days, effective from November 19 to November 26, 2025. During this period, Lumajang Regent Indah Amperawati has requested the immediate activation of the command post to allow for effective disaster management.
