Indonesian ILC Nominee Speaks of Reshaping International Law

TEMPO.CO, Jakarta - Hikmahanto Juwana, Indonesia-appointed International Law Commission (ILC) candidate for 2028-2032 term, emphasizes the crucial role of developing countries' perspective in reshaping international law.

"As a developing country, we are seeking to reshape, not shape, the international (law). The international law must be based on universal values, not just ones from developed countries," said Hikmahanto.

The approach is linked to the efforts to reform the UN system, despite the challenges faced since any reform must be approved by the UN Security Council without being vetoed.

"But of course, those five members of the UN Security Council will veto the reform. Therein lies the problem," he remarked, while stressing that the voices of developing countries are vital for the reshaping of international law.

"Many people called me out as an international law expert with a viewpoint of the developing countries. But that's good that they notice how the voices of the developing countries must be consolidated," he said.

The ILC is an institution that promotes the development of international law, consisting of 34 international law experts selected every five years by the UN General Assembly.

Based in Geneva, Switzerland, the institution provides recommendations to the UN General Assembly on the development and codification of international law.
