TEMPO.CO, Jakarta - For nearly two months, Nandi Herdiman’s garment workshop in Majalaya, Bandung Regency, West Java, has sat idle. He halted production on purpose. Some 7,000 T-shirts and jerseys have piled up in his warehouse, unsold. “Online and offline markets are still dominated by cheap products from China,” said the General Chair of the Indonesian Association of Convection Entrepreneurs (IPKB) on Monday, October 13, 2025.
He noted that sales in both online and physical stores have plunged by up to 80 percent. According to Nandi, most association members are suffering a similar dry spell. On top of legal imports, the influx of illegal goods and secondhand clothing imports is squeezing small garment producers further. “Their products can be half the price of ours,” he said.
The government had actually issued Trade Ministry Regulation No. 17/2025 to tighten textile and textile product imports. The rule requires import approval documents for bringing in fabrics, carpets, apparel, and accessories from abroad.
But since it took effect on August 29, 2025, the regulation has yet to revive businesses, as imported goods had already flooded the domestic market. As a result, many small players have gone under. The IPKB records that around 40 percent of small and medium garment producers have closed since the Covid-19 pandemic. The situation has worsened due to weak import oversight.
