TEMPO.CO, Jakarta - CEO of state-owned electricity firm PLN, Darmawan Prasodjo, stated that the company has prepared pilot projects for Waste-to-Energy Plants (PLTSa) at seven locations. PLN is collaborating with the Ministry of Environment and Forestry, the Ministry of Energy and Mineral Resources, the Ministry of Home Affairs, and Danantara.
Darmawan said that this step is a follow-up to Presidential Regulation Number 109 of 2025, which mandates the policy of converting waste into energy. "PLN's swift action is in response to the president's directive outlined in the Presidential Regulation," he said during a hearing with Commission VI of the House of Representatives (DPR) at the Parliament Complex, Senayan, on Thursday, November 20, 2025.
The seven projects will be built in Medan, Tangerang, Semarang, Bogor Raya, Bekasi, Yogyakarta, and Bali. Darmawan stated that the total capacity of these seven plants will reach 197.4 megawatts (MW), with the ability to process 12,000 tons of waste per day.
According to Darmawan, this policy is expected to address urban waste issues. "Waste must be managed properly," he said.
Prior to this, the CEO of PT Maharaksa Biru Energi Tbk (OASA), Bobby Gafur Umar, stated that the waste-to-energy power plant project in various regions, including South Tangerang, will soon commence. The project will be carried out by OASA's subsidiary, PT Indoplas Energy Hijau, in collaboration with its technology partner through a joint venture with PT Indoplas Tianying Energy.
Bobby confirmed that both project implementers are ready to begin construction. "The South Tangerang project has a processing capacity of approximately 1,100 tons of waste per day with a potential output of 23-25 MW of electricity. The main technology comes from our partner, China Tianying (CNTY), which has proven successful in managing various large-scale WtE facilities worldwide," said Bobby, who is also the Deputy Chair of the Chamber of Commerce and Industry (Kadin), in a written statement on Thursday.
Bobby added that all technical requirements, feasibility studies, and construction plans have been prepared to ensure that the project execution complies with international standards.
