TEMPO.CO, Jakarta - The Ministry of Energy and Mineral Resources is seeking to provide electricity access to more than 10,000 isolated locations across Indonesia. Director General of Electricity Jisman Hutajulusaid the program will serve as the foundation for the national electricity roadmap and will require a significant investment of up to Rp50 trillion.
According to Jisman, the state electricity company, PLN, has identified 10,068 points across the country that remain without electricity or are receiving a limited electricity supply. These locations are scattered throughout various regions and will be used as a reference in the development of distribution networks, substations, and village power plants.
"This roadmap is highly detailed, covering the types of cables, transformers, and poles needed in each location," Jisman said during a hearing with the House of Representatives Commission XII on Monday, June 30, 2025.
The electricity roadmap is dynamic, he said, subject to change based on developments on the ground. The government also opens the doors for funding from various sources, including the state budget, state capital participation (PMN), corporate social responsibility (CSR) funds, and the private sector.
To achieve the 100 percent national electricity target, Rp50 trillion in investments is required, with Rp42.26 allocated to build infrastructure in isolated villages. An additional Rp5.5 trillion is allocated to improve the quality of service in 420 locations that currently receive electricity supply for less than 24 hours per day.
Meanwhile, Jisman mentioned the New Electricity Installation Assistance (BPBL) program, which is aimed at disadvantaged communities in the most remote, frontier regions, requiring about Rp2.25 trillion for installation and initial token charging.
Jisman also addressed the electricity access situation in Java, mentioning that some parts of the island are not yet powered with electricity. This includes West Java (784 locations), Banten (65 locations), and Yogyakarta. Meanwhile, almost all of Jakarta and Bali are already connected to the electricity grid.
He hopes the project can accelerate the national electricity ratio and ensure energy justice for all Indonesian people, especially in remote and underdeveloped areas.
