Indonesia Drafts Presidential Regulation for AI Development Roadmap

TEMPO.CO, Jakarta - The Ministry of Communication and Digital is aiming to regulate the roadmap for artificial intelligence (AI) development through a presidential regulation. This regulation is expected to help align various existing policies related to AI use across ministries and government institutions.

Deputy Minister of Communication and Digital, Nezar Patria, said that the drafting process is currently underway.

"We hope the draft can be completed by the end of this month. Further discussions will take place in August and September, leading to the final version of a presidential regulation," Nezar said at the Komdigi Office in Jakarta on Monday, July 28, 2025.

According to Nezar, the government's role is key to accelerating the development of AI regulations. This includes addressing governance, infrastructure, and the urgent need to develop digital talent.

He also mentioned that the government is working with the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the AI roadmap. "This document will serve as a crucial input and reference to strengthen AI technology in the future," he added.

Previously, Komdigi’s Expert Staff for Socio-Economics, Wijaya Kusumawardhana, said that discussions on the AI roadmap have reached the legislative stage.

He noted that the Director General of Digital Economy at the Ministry of Communication and Digital has gathered input from various ministries and institutions to reach a consensus. Once finalized, the results will be submitted to the Ministry of Law for the legislative process.

Wijaya also emphasized the need for the AI development regulation to be issued as a presidential regulation.

"This would give it greater authority and ensure a more comprehensive framework," he said on Friday, July 11, 2025.
