Indonesia Airlines Not Yet Cleared for Operation, Says Govt

TEMPO.CO, Jakarta -The Directorate General of Civil Aviation of the Transportation Ministry has announced that PT Indonesia Airlines Holding is currently unable to operate flights in Indonesia. This is due to the company's incomplete fulfillment of all legal and administrative requirements outlined in national aviation licensing regulations.

Director General of Civil Aviation, Lukman F. Laisa, stated that the standard certificate held by Indonesia Airlines has not been verified in the Online Single Submission (OSS) system or the Integrated Information System for Air Transport Licensing (SIPTAU). This unverified status renders the certificate legally invalid and prevents its use as a basis for operational activities.

"The unverified status means that the licensing process has not been completed. Without complete documents, the permit will not be granted, and flights cannot be conducted," Lukman explained in a written statement on Thursday, July 24, 2025.

He emphasized that one of the crucial documents Indonesia Airlines has yet to submit is a comprehensive business plan. This document must detail fleet ownership, operational areas, organizational structure, financial capacity, and a service plan for the next five years. Without it, Lukman noted, the verification process cannot proceed, and the airline cannot apply for an Air Operator Certificate (AOC).

Lukman further mentioned that the ministry has not received any official documents indicating that Indonesia Airlines has been granted permission to operate as an air transport service provider. However, the ministry remains open to new airline businesses, provided their processes comply with applicable procedures.

"The establishment of an airline is not just an administrative matter, but it directly relates to safety and operational compliance. All processes must be carried out transparently and accountably," Lukman affirmed.

Previously, PT Indonesia Airlines Group claimed to have obtained permission to fly since March 7, 2025. In a LinkedIn statement, Indonesia Airlines CEO Iskandar stated that Indonesia Airlines (INA) would be the first Indonesian airline to focus solely on international routes, with 20 aircraft based at Soekarno-Hatta Airport and destinations spanning 48 cities in 30 countries.

Iskandar asserted that Indonesia Airlines had recruited professionals from major airlines such as Singapore Airlines, Emirates, and British Airways to support its ambition of making INA a pioneer in premium flight services originating from Indonesia.

"Based on business planning and feasibility study results that have been prepared, Indonesia Airlines will only focus on international flights," Iskandar said on Sunday, March 9, 2025.

He detailed that INA's fleet includes 10 narrow-body aircraft (Airbus A321neo or A321LR) and 10 wide-body aircraft (Airbus A350-900 and Boeing 787-9). Additionally, Iskandar reiterated that his airline had recruited top professionals to establish it as a leading international airline.

"INA has prepared the best team with experience in various major airlines worldwide," Iskandar concluded.
