TEMPO.CO, Jakarta - France tightens regulations on unruly plane passengers by imposing high fines and banning them from flying for up to four years.
According to Euronews, the government issued a new decree published in the Official Journal, which came into effect on November 8. This rule is considered a "firm and effective" measure to address the increasing threats to flight safety.
In Europe, aviation bodies record between 200 and 500 incidents in the air every month. In 2024, the International Air Transport Association (IATA) recorded one incident for every 395 flights.
The decree requires French-licensed airlines to report "harmful behavior" to a special database. Passengers who violate the three main rules will be fined 10,000 euros (around Rp192 million) for the first violation, and 20,000 euros (around Rp385 million) for repeat offenses.
These three violations include the use of electronic or electrical devices prohibited during flights, obstructing cabin crew duties or safety missions, and refusing to comply with safety instructions from the flight crew.
In the most serious cases, passengers may be banned from flying for up to four years. This sanction applies to all flights operated by French-licensed airlines.
The new regulations run parallel with existing administrative sanctions, including criminal prosecution for serious violations that can lead to imprisonment for up to five years and a fine of 75,000 euros (around Rp1.4 billion).
French Transport Minister Philippe Tabarot emphasized that the safety of passengers and flight crews is the country's top priority. Disruptive behavior on planes is unacceptable as it endangers flight safety and disrupts the working conditions of cabin crew.
"With this decree, we’re equipping ourselves with the means for swift, fair and proportionate enforcement. This new regulatory framework sends a strong message: disruptive behaviour will no longer be tolerated," said Tabarot.
For example, Ryanair once sued a passenger for 15 euros (around Rp289 million) after a flight from Dublin to Lanzarote was diverted to Portugal on April 9, 2024, due to unjustifiable behavior. The plane had to stay overnight in Porto, and 160 passengers had to stay in a hotel.
Ryanair stated that they have zero tolerance for passenger violations and will continue to take strict action against those who disrupt flights.
This French initiative is expected to send a strong signal to passengers to be more disciplined while on board.
