TEMPO.CO, Jakarta - The Bali Provincial Government is preparing a draft regional regulation that will control the minimum savings for foreign tourists visiting the region. Governor of Bali, Wayan Koster, mentioned that the regulation will be called the Regulation on the Implementation of Quality Tourism.
"A regional regulation is being designed for quality tourism implementation. We have to move towards quality tourism," he said in Denpasar on Saturday, January 3, 2026, as reported by Antara.
He stated that the draft regulation is almost completed and will soon be submitted to the Regional House of Representatives (DPRD). "It won't take long at the DPRD, so it can be implemented this year," he said.
Previously, Governor Koster had presented this policy plan to Minister of Tourism Widiyanti Putri Wardhana as one of the priority programs for 2026. The savings regulation mentioned involves adjusting the amount of money that foreign tourists have for the last three months, with their activities and length of stay in Bali.
"So that foreign tourists coming to Bali have enough money. If their money is enough for a week, then it's for a week. Don't let their money be enough for a week here, but end up staying for three weeks, leading to being stranded here and engaging in criminal activities," Koster said.
The Bali provincial government has seen many cases of foreign tourists running out of money, which leads them to violate regulations and commit crimes. By ensuring the tourists' savings align with their planned activities, it is also expected to impact the circulation of products from local micro, small, and medium-sized enterprises (MSMEs).
"They spend a lot in Bali to support our MSMEs, increase the value of our local economy, and they must have a return ticket," Koster said.
In addition to the tourists' savings, the regulation aims to ensure that tourists coming to Bali respect its rules and culture and love the island. It transforms Bali's mass tourism into quality tourism by shifting the focus from visitor numbers to quality.
