TEMPO.CO, Jakarta - The United Nations Security Council (UNSC) on Monday, November 17, 2025, approved a U.S. draft resolution establishing a transitional government and an International Stabilization Force (ISF) in Gaza.
Thirteen voted in favor of the resolution, while Russia and China abstained. This decision is part of President Donald Trump's 20-point peace plan, which is said to pave the way for Palestinian statehood. This will require reforming the Palestinian Authority and advancing Gaza reconstruction.
According to Al Jazeera, several Muslim countries that will send stabilization forces previously emphasized that the UN mandate is a primary condition for their involvement. In response to these countries, the U.S. stressed Palestinian self-determination in the draft resolution. The final draft stated that, "The draft now says conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood."
Israeli Opposition
The change triggered anger from Israeli Prime Minister Benjamin Netanyahu. One day before the vote, he stated that Israel still rejects the formation of a Palestinian state and vowed to disarm Gaza "the easy way or the hard way." Israel's National Security Minister, Itamar Ben-Gvir, also rejected the resolution and called for the killing of Palestinian Authority officials if the UN supports Palestinian statehood.
Mike Waltz, the U.S. ambassador to the UN, called this resolution another significant step toward stabilizing Gaza. "The resolution represents another significant step that will enable Gaza to prosper in an environment that will allow Israel to live in security," he said after the vote.
ISF Mission and Formation of the Board of Peace
The resolution stipulates that the stabilization forces will secure the border area alongside trained and verified Palestinian police. They will collaborate with other countries to ensure that humanitarian aid enters Gaza. These forces are tasked with the demilitarization of the Gaza Strip and the permanent disarmament of non-state armed groups, as well as being authorized to use any necessary action.
According to TRT World, the resolution also establishes the Board of Peace (BoP), an international body to oversee governance, reconstruction, and security in Gaza. Before the vote, Waltz told the Council, "Today, we have the power to douse the flames and light a path to peace."
Following its approval, he emphasized that President Trump will lead the BoP and will be the backbone of stabilization efforts. He said the draft arose from Trump's plan and was formulated through diplomacy with Qatar, Egypt, Saudi Arabia, the UAE, Turkey, Pakistan, and Indonesia.
Hamas' Response and Mandate Duration
Hamas rejected the resolution. In their statement, they said, "This resolution does not meet the level of our Palestinian people's political and humanitarian demands and rights."
The resolution states that the BoP and ISF will be mandated until December 31, 2027, and any extension must be done through a UNSC decision and full coordination with Egypt, Israel, and other member states working alongside the ISF.
