TEMPO.CO, Jakarta - Ukraine has proposed to purchase weapons from the United States worth $100 billion or around Rp1.623 trillion funded by European partners. According to a document obtained by the Financial Times on Tuesday, August 19, 2025 as cited by Daily Sabah, Ukraine takes this step to secure a guarantee from the U.S. for its security after the potential peace deal with Russia.
The proposal appears to be designed to attract Trump's attention, who emphasizes the importance of economic benefits for American industry. When asked about further U.S. military assistance on Monday, Trump said, "We're not giving anything. We're selling weapons."
The pitch also includes a $50 billion deal to manufacture drones with Ukrainian partners that have been developing advanced drone systems since the full-scale Russian invasion in 2022.
According to the report, Ukraine's proposal emphasizes that "lasting peace shall be based not on concessions and free gifts to Putin, but on strong security framework that will prevent future aggression."
Citing United 24 Media, the document does not detail what weapons Ukraine is seeking, but Kyiv has previously expressed interest in acquiring at least 10 Patriot air defense systems from the U.S. to protect cities and critical infrastructure, along with missiles and additional military equipment.
Kyiv presented the plan to the U.S. and European allies as part of the agenda ahead of the White House meeting with U.S. President Donald Trump on Monday, sources familiar with the matter told the Financial Times.
Among the officials participating in the discussions at the White House on Monday were UK Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz, European Commission President Ursula von der Leyen, Italian Prime Minister Giorgia Meloni, and Finnish President Alexander Stubb.
NATO Secretary-General Mark Rutte also attended the summit.
Push for Ceasefire
The document also outlines Ukraine's response after Trump's meeting with Russian leader Vladimir Putin in Alaska. After the meeting, the U.S. leader initially seemed to support a ceasefire but then shifted to a comprehensive peace settlement, claims the Financial Times.
Earlier, it was reported that Donald Trump met with Ukrainian President Volodymyr Zelensky at the White House. During the discussion, Trump addressed the ceasefire issue in Ukraine, emphasizing that the discussion should lead to a broader peace agreement.
Kyiv rejected Putin's offer to freeze the front line in exchange for the withdrawal of Ukrainian forces from parts of Donetsk and Luhansk, warning that the move would risk pushing Russia further into the country.
German Chancellor Friedrich Merz, who spoke alongside Zelensky and Trump in Washington, said the ceasefire must precede the next steps.
"I can't imagine that the next meeting would take place without a ceasefire," he said, urging pressure on Moscow.
The document also calls on Russia to compensate Ukraine for losses from the war, possibly through frozen Russian assets worth $300 billion held in Western countries, and emphasizes that any sanctions relief should depend on Moscow's compliance with the peace agreement.
Recordings mocking Trump's leadership broadcast in Russian media are cited in the document as evidence that the Kremlin remain unserious in peace efforts.
The proposal comes days after Trump met Putin in Alaska, where the U.S. president appeared more aligned with Moscow's position in ending the conflict.
