U.S. Optimistic UNSC Will Adopt Resolution on Gaza International Stability Force

TEMPO.CO, Jakarta - U.S. Secretary of State Marco Rubio expressed optimism that the UN Security Council will soon pass a resolution regarding the establishment of an international stabilization force in Gaza. According to a report by Anadolu on Thursday, November 13, Rubio stated that the draft resolution is being prepared with input from several countries.

"We are making good progress in drafting the resolution, and we hope to take action on it very soon," Rubio told reporters after a G7 foreign ministers' meeting in Canada, as reported by Middle East Eye. He emphasized that establishing the force is essential to allow more aid into the Palestinian territory and to remove the influence of Hamas.

Role of the International Force

Rubio explained that the stabilization force is not a combat force, but rather tasked with maintaining security in the Gaza region, not under the control of Israel. He stated that sending international forces to the Palestinian territory is crucial to ensure basic security, allowing humanitarian assistance and reconstruction efforts to proceed.

According to Rubio, the draft resolution is still being refined with input from various countries. The United States, he said, is working to balance the interests of all parties to prevent the loss of momentum in the discussions.

He added that the stabilization force is needed to create a secure environment in areas no longer controlled by Hamas, in line with the group's obligation to disarm based on an agreement endorsed by all parties. "If you want to really flood Gaza, particularly in that red area that’s not in Israeli control – if you really want to see a huge uptick not just in humanitarian assistance but redevelopment, you’re going to need to have security, and that can’t be Hamas," Rubio stated.

Towards a Palestinian Civil Government

Rubio then emphasized that the long-term goal of this initiative is to form a Gaza led by a credible Palestinian civilian body, not by Hamas or foreign powers. "There should be a civilian Palestinian organization that runs Gaza, and that’s the goal … to stand that organization up, give it capacity, allow it to grow in both capability and credibility, and ultimately it will govern Gaza," he said.

He added that Israel, the United States, and countries in the region do not intend to manage Gaza directly, making temporary security arrangements important while building the capacity of the Palestinian government.

At the same time, Rubio also highlighted the increasing violence by Israeli settlers in the West Bank. He mentioned that Israeli President Isaac Herzog and a local military commander had condemned the attacks, which even targeted Israeli forces themselves. "Certainly there’s some concern about events in the West Bank spilling over and creating an effect that could undermine what we’re doing in Gaza," Rubio added.
