TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto said he's unable to attend the upcoming UN Climate Change Conference, or COP30, in Belem, Brazil, in November 2025.
He extended his apology to Brazil's President Luiz Inácio Lula da Silva as the COP30 host. "I apologized earlier, it would be difficult for me to attend COP 30 in Belem, Brazil, but I will send a strong delegation with our decision to support Brazil's initiatives," said Prabowo in a joint statement with Lula da Silva at the Merdeka Palace, Jakarta, on Thursday, October 23, 2025.
The former Minister of Defense said COP30 serves as a platform to collect investment funds to help preserve tropical forests, an action of which the Indonesian government supports.
"We support Brazil, and we commit to invest in the funds," he said.
COP 30 will commence in Brazil from November 10 to 21, 2025, but Indonesia has yet to submit its Second Nationally Determined Contribution (Second NDC) document for the 2031-2035 period. Despite missing the September deadline, the government assures that the draft has been prepared.
Director of Economic Development and Environmental Affairs at the Ministry of Foreign Affairs, Tri Purnajaya, reassured that Indonesia remains committed to achieving the Net Zero Emission (NZE) target by 2060, or earlier. He mentioned that Indonesia's climate diplomacy is directed to accommodate the principle of Common but Differentiated Responsibilities-Respective Capabilities (CBDR-RC) and Just and Equitable Transition in global efforts to address climate change.
According to Tri, efforts to realize the commitment of reducing greenhouse gas emissions must be adjusted to accommodate increasing welfare, energy independence, and environmental/food resilience.
"Actually, the draft is already prepared, and I am still optimistic. After all, the COP is still a few weeks away," Tri said during a virtual discussion on Tuesday, October 14, 2025. "We are not the only ones who have not submitted the SNDC document; only half (of the countries that agreed to the Paris Agreement) have submitted."
He hopes that the preparation of the Second NDC document can be completed before the COP30 takes place, stressing the pivotal role of SNDC in what he considers a "quite ambitious" national climate targets.
