Paulus Tannos' Repatriation Is First Extradition Efforts with Singapore, Minister Says

TEMPO.CO, Jakarta - The repatriation effort for Paulus Tannos, or Thian Po Tjhin, a fugitive in Indonesia's e-KTP mega corruption case, is the first case tackled since the bilateral extradition deal with Singapore was inked in 2022.

"This is a result of the extradition agreement that we signed with Singapore, this is the first case," said Law Minister Supratman Andi Agtas when met at his office on Wednesday, June 4, 2025.

The Ministry of Law, as the central authority in Indonesia, has sent all the necessary documents to extradite Paulus. The Indonesian government has also maintained communication with the Singaporean authorities regarding this case.

The Singaporean government has scheduled a committal hearing against Paulus Tannos on June 23 to 25, for which Indonesia awaits the outcome to determine the next steps in the repatriation process. According to him, the trial process of Paulus in Singapore is under the jurisdiction of the local authorities, so the Indonesian government cannot intervene.

"Basically, we wait for the ongoing process," he said, while directing questions about the Singapore trial to the "more knowledgeable" anti-graft agency, KPK

The spokesperson of KPK, Budi Prasetyo, previously stated that the institution is cooperating with the Ministry of Law in Paulus Tannos' committal hearing on June 23 to 25.

"Of course, we all hope the corruption handling proceeds effectively," said Budi on Monday, June 2, 2025.

The preliminary hearing will take place following the extradition request Indonesia submitted on February 20, with additional information sent through diplomatic channels on April 23.

Paulus Tannos has been on the KPK's wanted list since October 19, 2021, two months after he was named a suspect in the e-KTP project corruption case. He is suspected of being involved in the manipulation of the e-KTP project tender, triggering state losses of Rp2.3 trillion.

KPK accused Paulus of lobbying several officials to win the project. He agreed to give a 5 percent fee from the project's value. He distributed the fee to a number of House members and officials of the Ministry of Home Affairs.

At that time, Paulus was serving as the director of PT Sandipala Arthaputra, which was part of the consortium that won the e-KTP project with the State Printing of the Republic of Indonesia Consortium (PNRI). This project had started in 2006, when the Ministry of Home Affairs had allocated around Rp6 trillion for the e-KTP and national identity number (NIK) program.

The Singaporean anti-corruption institution, Corrupt Practices Investigation Bureau (CPIB), arrested Paulus Tannos on January 17, 2025, upon the provisional warrant sent by Indonesian police's International Relations Division.
