TEMPO.CO, Jakarta - Indonesia's Financial Services Authority (OJK) has issued Financial Services Authority Regulation Number 24 of 2025 concerning the Management of Accounts in Commercial Banks. This new regulation governs the classification of bank accounts into three categories: active, inactive, and dormant.
Dian Ediana Rae, the Chief Executive of Bank Supervision at OJK, stated that the regulation was created to encourage standardization and strengthen account management in the banking sector. Through this regulation, account management must adhere to good governance to ensure protection for all customers and prevent fraudulent or abusive practices.
Under the new regulation, OJK has classified bank accounts into three categories. Firstly, active accounts are those with transaction activities such as deposits, withdrawals, or balance inquiries. Secondly, inactive accounts are those without any transaction activity for more than 360 days or approximately 1 year.
The third category is dormant accounts, which are defined as bank accounts without any transaction activity for more than 1,800 days or approximately 5 years.
Dian emphasized that this regulation aims to balance the rights of customers and banks in opening and managing accounts. Customers are also required to provide accurate information and update their data. Banks will display customers' account statuses through digital and physical channels as a means of communication.
The regulation also requires banks to have policies and procedures for managing customer accounts, including defining criteria for inactive and dormant accounts, communicating with customers, and imposing administrative fees and interest.
Banks are also required to implement account flagging for identification purposes, provide features for reactivating or closing accounts through available channels, and protect customers' personal data and privacy. This includes applying consumer protection principles, anti-money laundering, terrorism financing prevention, anti-fraud strategies, and risk management. Furthermore, there will be stricter supervision of inactive and dormant accounts to prevent misuse.
