Ministry of Manpower Records 18,000 Layoffs in 2025, Said Iqbal: Our Field Data Shows 60,000

TEMPO.CO, Jakarta - The Indonesian Trade Union Confederation (KSPI) recorded that 60,000 workers had experienced layoffs from January to early March 2025. The data is based on the Research and Development (Litbang) of KSPI and the Labor Party, which differs from the data released by the Ministry of Manpower (Kemnaker).

KSPI President Said Iqbal revealed that the number of laid-off workers recorded by KSPI and Kemnaker has always been different for the past eight years. "The government's data and field data always differ. Field data is collected by labor unions, in this case, especially KSPI. Meanwhile, the government's data comes from the regional Manpower Office (Disnaker). So, the central government, in this case Kemnaker, does not go down to the field," said Iqbal in a virtual press conference held by KSPI and the Labor Party on Saturday, April 5, 2025.

Iqbal continued, stating that Disnaker's data is sourced from official reports from companies carrying out layoffs. According to Iqbal, many companies do not report the actual number of layoffs. "As for labor unions, there are unions at the company level, directly to the central [organization]," he said.

Said Iqbal stated that there were around 50,000 laid-off workers from 40 companies verified by Litbang KSPI and the Labor Party. While the rest are still under examination. KSPI estimates that there are a total of 60,000 workers or laborers from 50 companies who became victims of layoffs from January to early March 2025.

Based on the records received by Tempo, Litbang KSPI verified 40 companies carrying out layoffs from January to early March 2025. Meanwhile, the verified number of workers affected by layoffs was 49,843 people. According to KSPI's data, these layoffs occurred in various regions of Indonesia, from Bogor, Tangerang, Semarang, to Sukoharjo. Still based on KSPI's data, some reasons for the layoffs include bankruptcy, companies in the process of delaying debt payment obligations (PKPU), companies carrying out efficiency measures, to factory relocations.

On the other hand, Kemnaker reported that around 18,000 workers experienced layoffs in the first two months of 2025. This number was recorded in the official data released through Kemnaker's Labor Data Portal. "During the period of January to February 2025, there were 18,610 workers who were reported to be laid off," stated Kemnaker's data, quoted on Monday, March 31, 2025.

Quoting Kemnaker's report, Central Java Province had the highest number of layoffs during the January-February 2025 period. "The majority of the layoffs occurred in Central Java Province, around 57.37 percent of the reported layoffs," the data states. A total of 10,677 workers were laid off in Central Java.

In Riau, Kemnaker recorded 3,530 people laid off as of February 2025. Then, in Jakarta, 2,650 workers also lost their jobs. In East Java, a total of 978 workers experienced layoffs, while in Banten there were 411 individuals, in Bali there were 87, in South Sulawesi there were 77, and in Central Kalimantan there were 72 workers. Furthermore, in West Java, there were 23 workers affected by layoffs.
