KPK Seizes Alleged Bribery Money from PUPR Officials in North Sumatra

TEMPO.CO, Jakarta - The Corruption Eradication Commission (KPK) seized cash worth Rp231 million during a sting operation in Mandailing Natal Regency, North Sumatra on Thursday, June 26, 2025. The Acting Deputy for Enforcement and Execution at the KPK, Asep Guntur Rahayu, stated that the money was suspected to be proceeds from the alleged corruption bribery in the road construction projects at the Public Works and Spatial Planning Agency (PUPR) of North Sumatra Province and the National Road Development Working Unit (PJN) Region I in North Sumatra.

"Cash amounting to Rp231 million, which is suspected to be part or the remaining commitment fee from the projects," said Asep during a press conference at the KPK's Red and White Building on Saturday, June 28, 2025.

Asep stated that the sting operation serves as an entry point for them to further investigate the case. He emphasized that the KPK will trace and follow the money flow regarding the alleged bribery in the road construction projects, delving into the involved parties.

"The KPK will continue to investigate and delve into other projects or procurement of goods and services," he said.

The KPK has named five individuals as suspects from this sting operation. They are:

1. Head of the PUPR of North Sumatra Province, Topan Obaja Putra Ginting (TOP).

2. Head of UPTD Gunung Tua at the PUPR of North Sumatra, who also serves as the Commitment Maker Official, Rasuli Efendi Siregar (RES).

3. The Commitment Maker Official at the PJN Working Unit Region I in North Sumatra, Heliyanto (HEL).

4. President Director of PT DNG, M. Akhirun Efendi Siregar (KIR).

5. Director of PT RN, M. Rayhan Dulasmi Pilang (RAY).

Akirun and Raiyhan acted as the bribe givers in two projects, namely the project at the PUPR of North Sumatra Province and the project at the National Road Development Working Unit (Satker PJN) in North Sumatra Region I. Meanwhile, Topan and Rasuli were the alleged bribe receivers in the project at the PUPR of North Sumatra Province, and Haliyanto was suspected of receiving bribes in the project under Satker PJN in North Sumatra Region I.

Asep explained that this case started with the withdrawal of about Rp2 billion by the President Director of PT DNG, Akhirun, and the Director of PT RN, Raiyhan. The money was intended to be distributed to several parties, including the other three suspects, namely Topan, Rasuli, Haliyanto, so that Akhirun and Raiyhan could obtain the road construction projects.

Based on this initial information, the KPK then conducted monitoring and further data collection. As a result, two road construction projects in North Sumatra were discovered. The first project is located at the PUPR of North Sumatra Province, involving the construction of the Sipiongot-Batas Labusel Road worth Rp96 billion and the construction of the Hutaimbaru-Sipiongot Road worth Rp61.8 billion.

The second project is located at the National Road Development Working Unit (PJN) Region I in North Sumatra, comprising the preservation of the Simpang Kota Pinang-Gunung Tua-Simpang Pal XI Road for the 2023 fiscal year worth Rp56.5 billion, a similar project for the 2024 fiscal year worth Rp17.5 billion, and the rehabilitation and handling of landslides on the same road section for the 2025 fiscal year.

"With the existence of road projects worth Rp231.8 billion, we decided on this because there was already movement of money," said Asep during a press conference at the KPK's Red and White Building on Saturday, June 28, 2025.

Asep explained that Akhirun and Raiyhan gave an amount of money to Rasuli through a bank transfer in an effort to obtain a project at the North Sumatra PUPR. In this case, Rasuli ensured that Akhirun was appointed as the contractor or project provider without following the appropriate procurement procedures.

Rasuli's actions were carried out at the behest of Topan, as the Head of the PUPR of North Sumatra Province. This process has been ongoing since April, and the road construction project was planned to be tendered in June 2025.

Subsequently, Akhirun instructed his staff to coordinate with Rasuli and his team to prepare various technical requirements for the e-catalog process. After that, Akhirun, along with Rasuli and the UPTD staff, arranged it in such a way that PT DNG could win the project for the construction of the Sipiongot-Batas Labusel Road. Meanwhile, for the other project, they agreed to stagger its announcement by about a week to avoid suspicion.

"Furthermore, there are also alleged other receipt of money by Topan from Akhirun and Raiyhan through an intermediary," he said.

For the second project - the construction of the road under the PJN Region I in North Sumatra - the KPK stated that the companies owned by Akhirun and Raiyhan had obtained the job. Asep explained that Haliyanto, in his capacity as the Commitment Maker Official at the PJN Working Unit in Region I of North Sumatra, received Rp120 million from Akhirun and Raiyhan. The receipt of money took place from March 2024 to June 2025. In return, Haliyanto is suspected to have facilitated the e-catalog process so that PT DNG and PT RN were selected as the project implementers."
