TEMPO.CO, Jakarta - The Japanese police have released a guidebook on fines and penalties for cyclists who violate traffic regulations.
Starting April 1, 2026, as reported by Antara, cyclists aged 16 and above will receive a "blue ticket" for potential accident-causing violations, such as using a mobile phone while cycling. If the fine is not paid on time, the violators will face legal action.
The guidelines released on September 4 also explain that minor violations will continue to be subject to the old policy, which is a warning. However, fines can be imposed if cyclists are deemed to endanger others.
The blue ticket will be given for violations such as using a mobile phone while cycling (12,000 yen), crossing a closed railway gate (7,000 yen), or cycling without brakes (5,000 yen or around Rp554,000).
Examples of minor offenses include cycling on prohibited sidewalks, carrying an umbrella while cycling, or not turning on lights at night.
An explanation about the ban on cycling on sidewalks emerged after the government requested public opinion, in which the majority rejected the initial plan to impose a 6,000 yen fine (around Rp667,000) for the violation.
Meanwhile, serious violations such as cycling under the influence will still be subject to a "red ticket," which is punishable by criminal penalties.
