TEMPO.CO, Jakarta - Indonesia's National Police Headquarters has stated that officers assigned outside the organization do not hold dual positions. Chief of the Public Information Bureau of the National Police Public Relations Division, Trunoyudo Wisnu Andiko, mentioned that every officer assigned to ministries and agencies has been rotated, thus not holding a position within the police institution despite still being an active member.
"Rotated from their previous position to be officially assigned as senior or mid-ranking officers of the National Police for external assignments," said Trunoyudo in his written statement on Wednesday, November 18, 2025.
Trunoyudo mentioned that officers assigned outside still receive a salary as members of the National Police according to their employment status, which is paid through the National Police.
Meanwhile, performance benefits or remuneration are provided by the agency where the police officer is assigned. The amount is adjusted according to the job class in the ministries and agencies where they are assigned. "There is no duplication of remuneration because National Police officers carrying out tasks at central agencies no longer receive performance benefits from the National Police," he stated.
The National Police has now formed a special working group (pokja) to discuss the implementation of the decision. The Head of the Public Relations Division of the National Police Headquarters, Inspector General Sandi Nugroho, said that the team would later formulate a rigid interpretation of the policy regarding the placement of active police officers outside the police institution. "To determine the matters to be handled by the police," said Sandi.
The working group is also tasked with ensuring which ministries and agencies are still related to the main tasks of the National Police so that active police officers can be placed there. "Perhaps, one of them is discussing which civil positions can be filled by active police officers," he added.
According to Sandi, the working group will involve several related elements, from the Ministry of Administrative and Bureaucratic Reform, Ministry of Law, Ministry of Finance, National Civil Service Agency, to the Constitutional Court.
