TEMPO.CO, Jakarta - The Ministry of Cooperatives is preparing to train 240,000 people who will be appointed as supervisors at the Red and White Village Cooperatives, with the hope of eliminating the risk of losses due to fraudulent acts by its future employees.
"Each Red and White Village Cooperative will have three supervisors, which means 240,000 people will be inaugurated across Indonesia, starting from August until the end of this year," said the deputy of supervision at the ministry, Herbert Siagian, during a press conference at his office in South Jakarta on Wednesday, April 16, 2025.
The government is planning to operate around 80,000 village cooperative units throughout Indonesia, with the estimated cost of each one reaching Rp5 billion.
One of the financing schemes proposed by the government to establish these cooperatives is through loans obtained by Himbara, or the association of state-owned banks. Cooperatives funded by Himbaras are expected to be established by July.
Herbert acknowledges the difficulty of supervising 80,000 cooperatives spread across Indonesia, thereby necessitating the training of 240,000 people set to take on the supervising task.
"So it's not only about forming the cooperatives, but if they are operating without immediate supervision, especially internal ones, Minister Budi Arie (Minister of Cooperatives) is convinced problems await," Herbert said.
Despite this, Herbert mentioned the training plan is still being discussed, with no further details currently available about the training scheme, trainers, and the training locations.
Meanwhile, the establishment of Red and White Village Cooperatives has received several notes from Eliza Mardian, a Researcher at the Center of Reform on Economics (CORE) Indonesia. "The funding source is the main concern," said Eliza in a brief message on Wednesday, March 12, 2025.
According to Eliza, the government cannot standardize the financing scheme for village cooperatives, since some villages have already had active cooperatives. "There needs to be a blended and different financing scheme for newly established cooperatives and existing ones," she said.
Eliza believes that the Red and White Village Cooperatives established from scratch should not be given immediate loans from state-owned banks, as they do not possess a stable income to pay the installments.
Therefore, Eliza stated that the government must provide the most effective financing scheme for the Red and White Village Cooperatives, including through mapping the existing infrastructure in the villages to be used by the cooperatives instead of constructing new buildings.
