Indonesia Receives 'Draft Zero' of Gaza International Force Mandate, Says Minister

TEMPO.CO, Jakarta - The Indonesian government has received the initial draft of a UN resolution on the formation of an international force in the Gaza Strip. Indonesian Foreign Minister Sugiono stated that the draft is still in the early stages of discussion.

"Because it was only conveyed in yesterday's meeting, each country has its own opinions and thoughts that may be input for consideration," Sugiono said at the Pancasila Building area, Ministry of Foreign Affairs, Central Jakarta on Wednesday, November 5, 2025.

According to him, the discussion is far from over. "But again, the draft of the resolution is still in the early stages of discussion, very early, they only distributed the 'draft zero,'" he said.

Meeting in Istanbul

Discussions on the draft resolution took place at the Ministerial-Level Meeting Sugiono referred to as the New York Group in Istanbul, Turkey, on November 3. Chaired by Turkish Foreign Minister Hakan Fidan, the forum was attended by several countries, including Qatar, Saudi Arabia, the United Arab Emirates, Jordan, and Pakistan.

Sugiono explained that the talks focused on formulating the mandate for the proposed international force in Gaza. "In essence, once again, we hope for a clear, impartial mandate within the framework of a peacekeeping force, functions to maintain peace," he said.

US-Made Draft Resolution

Axios previously reported that the United States had circulated a draft resolution to several members of the UN Security Council regarding the formation of an International Stabilization Force (ISF) in Gaza. The mandate of this force is planned to be valid for two years, until the end of 2027, and may be extended.

A US official stated that the ISF would serve as a law enforcement force rather than a peacekeeping force. The draft includes a plan for the involvement of several UN member states through consultation with the Security Council. This force will secure the borders of Gaza with Israel and Egypt, protect civilians and humanitarian corridors, and train new Palestinian police forces.

In the same draft, the ISF will also be responsible for stabilizing the security situation in Gaza by ensuring the demilitarization process. Its operations are said to be carried out "in close consultation and cooperation with Egypt and Israel" and will support the formation of an apolitical Palestinian technocratic committee.

Mandate and Palestinian Involvement

Sugiono mentioned that the Istanbul meeting also addressed technical matters such as implementation, forms of cooperation, and the official neutral mandate of the UN. He expressed hope for a comprehensive plan that can be implemented in the field.

According to Sugiono, Indonesia is weighing to ready personnel for the international force in Gaza. "In accordance with what was conveyed during this New York Group's first meeting and in the subsequent talks between heads of state and the New York Declaration, everything must involve Palestine," he said.
