TEMPO.CO, Jakarta - The Indonesian government finally publishes its 2026 State Budget for public access on Wednesday, January 7, 2026, through the Ministry of State Secretariat website. The State Budget was previously ratified and came into effect under Law No. 15 of 2025, a week prior on January 1, by President Prabowo Subianto.
The government targets state revenue of Rp3,153,580,466,863,000, which will be derived from taxes, non-tax state revenue (PNBP), and grants.
Indonesia is seeking Rp2,693,714,250,000,000 in tax revenues, separated into two categories: domestic tax revenues and international trade tax revenues.
For domestic tax revenues, the government is targeting Rp2,601,247,989,783,000, projected to be derived from income tax, value-added tax on goods and services and luxury goods; land and building tax; excise; and others.
The Indonesian government earmarks Rp3,842,728,369,471,000 for state expenditures and transfers to regions (TKD), with the allocation divided into Rp3,149,733,390,760,000 for state expenditure and Rp692,994,978,711,000 for the TKF funds.
The following are Indonesia's development targets based on the 2026 State Budget Law.
- Gross national income per capita of US$5,520.
- A 37.14 percent drop in greenhouse gas emissions.
- An environmental quality index of 76.67.
- Poverty reduction to 6.50-7.5 percent.
- Unemployment rate reduced to 4.44-4.96 percent.
- Gini ratio reduced to 0.377-0.380.
- Extreme poverty rate reduced to 0-0.5 percent.
- Human capital index increased to 0.57.
- The farmer welfare index to 0.7731.
- Formal job creation increased to 37.95 percent.
- A 5.4 percent economic growth.
The 2026 State Budget Law was issued nearly three months after the House Plenary Session passed the 2026 State Budget Bill on September 23, 2025.
Previously, the Yayasan Katalis Nusantara Lestari or Kanal Foundation underscored the uncertainty and lack of transparency surrounding the 2026 State Budget document, whic is feared to open up greater room for executive fiscal discretion.
“Without adequate transparency and public oversight, citizens are only provided with verbal information and brief presentations regarding development plans and budget utilization, without being able to directly verify their accuracy through official state budget documents,” said Roy when confirmed by Tempo on Saturday, January 3, 2026.
According to him, the State Budget should have been ratified and enacted no later than October, after DPR's approval at the end of September.
