TEMPO.CO, Jakarta - Coordinating Minister for Legal Affairs, Human Rights, Immigration, and Corrections, Yusril Ihza Mahendra, announced that the government is currently developing a plan to grant amnesty and abolition to thousands of convicts across various cases.
"The government must be careful in determining who is eligible to receive state clemency. Amnesty and abolition are of a personal nature, not institutional," Yusril stated at the Ministry of Law and Human Rights building, Imipas, on Thursday, November 13, 2025.
According to Yusril, many names proposed for clemency were not included in the list of 1,178 individuals who received amnesty and abolition from President Prabowo Subianto in August 2025.
Therefore, the government is coordinating with the Coordinating Ministry for Political, Legal, and Security Affairs, the Attorney General's Office, the National Police, and other relevant institutions to formulate the precise categories of convicts to be granted clemency.
Yusril stated that the Ministry of Law and Human Rights has proposed four broad categories of amnesty recipients:
Drug Users.
Non-Armed Rebels.
Violators of the Information and Electronic Transactions or ITE Law: Specifically, those convicted of defamation against the president or head of state.
Convicts with Special Needs: This includes individuals with mental disorders, intellectual disabilities, severe illnesses, and those over 70 years of age.
In addition, based on discussions with the National Narcotics Agency, Yusril revealed they are considering recommending amnesty for certain drug dealers. "They are involved in distribution, but not on a large scale and not within a major drug network, so that can be considered," he said.
One of the primary objectives of granting amnesty to drug convicts is to reduce the severe overcapacity in correctional facilities, as the majority of inmates currently have drug-related backgrounds.
Yusril mentioned that there is a potential for this new wave of amnesty and abolition to be announced by President Prabowo on the occasion of World Human Rights Day on December 10, 2025. However, he noted that the complex process is still under intensive review.
